Theorizing in Comparative Politics: Democratization in Africa
This book addresses a pertinent issue in comparative politics: how can the discipline do analytical justice to regions of the world that differ historically from the Western experience? For decades the West has served as a baseline against which all other regions are assessed, most recently in studies of democratization. Structural differences between regions have been ignored in favour of explanations based on human agency and institutions. In T…
Communications and Democratization in Africa
There is a rapidly growing literature on democratization in Africa but very little of it deals with the role that communications, or the media, play. This is all the more surprising given that social movements and other voluntary associations, that have played a significant role in democratizing countries in regions such as Latin America and Eastern Europe, have been quite weak in African countries. Therefore, our assumption is that media have be…
The Media and the Two Waves of Democracy
Relations between the media and democratization are complex and interwoven. It is impossible to disentangle them all. Any student of this subject matter is compelled to make a choice of focusing on some part of it rather than trying to rein in everything. This chapter is no exception. We have made the following choices in structuring this discussion so as to make it analytically appetizing and interesting. First of all, we are looking at the medi…
The decentralization experience in Africa: Beyond donor-driven approaches
Under the auspices of the international donor community, decentralization has been pursued in the last couple of decades as a global mantra, albeit often with more attention to prescriptive models than political reality. This is particularly the case with Africa where donor-driven approaches have produced few sustainable outcomes because the context-specific situation in these countries has been ignored. This paper argues that the donors, in addi…

Beyond the Liberal Democracy Paradigm: A Fresh Look at Power and Institutions
Compared to political developments in Eastern Europe and Latin America, democratization in sub-Saharan Africa has been more problematic and uneven. Looking at the performance in four subregions-central Africa, East Africa, southern Africa, and West Africa-yields no convincing evidence of a "wave" of democratization; countries next to each other differ considerably with regard to their Freedom House scores. This does not mean that democratization …
Rethinking justice and institutions in African peacebuilding
This article argues that conflicts in Africa need to be understood in the context of local conceptions of justice, which differ from those of the liberal peace model. Justice in African society is based on the notion of reciprocity which, when practised, tends to lead to solutions that resemble prisoner dilemma games. Because agreements are more like truces than true peace agreements they are easily abandoned when the costs of adhering are higher…

Where Administrative Traditions are Alien: Implications for Reform in Africa
Institutions are not independent of society but are a product of underlying social forces and structures. Knowing where institutions come from, therefore, becomes a necessary first task. Adopting such a position differs from approaches to the study of public administration that focus on technical or managerial issues internal to specific organizations. The technocratic way of approaching public sector reform in Africa has been dominant, leaving a…
After the Paris Declaration: Taking on the Issue of Power
The new approach to assisting developing countries inspired by the Paris Declaration emphasises greater recipient control over the funds provided, thus confining donors’influence to upstream points in the policy process, where political aspects of development co‐operation become more important. Understanding better the role that power plays in the aid relationship will be critical to the implementation of the Declaration. This article shows how t…
The Economy of Affection and the Moral Economy in Comparative Perspective
This paper takes stock of what the two conferences in Tanzania on the economy of affection and the moral economy in Africa have taught us about these forms of economy. It places the African cases in a comparative perspective using references to both Asia and Europe to illustrate the ubiquity of the moral economy phenomenon. The paper tries to illustrate what is common in the economy of affection and the moral economy but also what makes them diff…
Beyond Governance: Bringing Power into Policy Analysis
This article discusses how power may be fruitfully brought into policy analysis in order to make efforts to support development and poverty alleviation in developing countries. It begins by asking why power has been left out of development policy analysis for such a long time and proceeds by discussing what a power analysis entails. The third section provides a framework for how power can be brought into policy analysis as an independent and depe…

Development Projects for a New Millennium
Development Projects for a New Millennium. By Anil Hira and Trevor Parfitt. Westport, CT: Praeger, 2004. 216p. $74.95 cloth, $29.95 paper. This book fills a vacuum for those interested in development policy and administration. Development administration has been a subfield very much in limbo for the past two decades as the market and civil society have attracted prime interest among development analysts and practitioners. Anil Hira and Trevor Par…
Making Sense of Governance: Empirical Evidence from Sixteen Developing Countries
Although governance has been the focus of a considerable body of literature on democratic transitions and consolidation, data to support the claim that the concept is a useful one has been lacking. Now, however, Making Sense of Governance clearly shows the utility of research on governance, presenting empirical evidence from sixteen developing countries. The authors focus on six arenas: civil, political, and economic society and the executive, bur…
Better Governance and Public Policy: Capacity Building for Democratic Renewal in Africa
Exploring the relationship between governance and development policy, the authors of this collection describe recent governance changes in a range of African countries, analyze the consequences of those changes for institutional reforms, and highlight the challenges involved in consolidating ongoing processes of economic liberalization and democratization
Development and Democracy: What Have We Learned and How
How much is democracy dependent upon supportive economic and social conditions? This question, which has occupied political scientists and sociologists for almost half a century, has attracted special attention in the last ten years as more and more countries have engaged in efforts to democratise. This volume is the first collection to take stock of current literature and put it into context. This book highlights the principal new gains of knowl…
Africanists' Contributions to POlitical Science
In this brief overview, I argue that Africanist contributions to the study of politics have not been insignificant. While Africanists, like many other comparativists, have felt uncomfortable about the imperialist aspirations of rational choice, they increasingly see the future as a time when theoretical and methodological pluralism will prevail

Top-Down Democratization in Tanzania Göran Hydén (bio) A little over 30 years ago, Julius K. A Community Model of African Politics: Illustrations from Nigeria and Tanzania
The first years following independence in Africa were an exciting time for scholars who rushed off to observe the emerging politics of new states across the continent. However, soon after the early independence era (19…

Aids, Policy and Politics: East Africa in Comparative Perspective
Policy analysis in developing country contexts poses special challenges. Very little is known about the policy process in these countries. Using the AIDS issue as a case study, this article tries to throw light on the policy process in the three East African countries of Ken…
