Industrial development agencies (IDAs) are public authorities which grant tax exemptions to businesses with the expectation for the latter to create jobs in the communities they serve. This study examines the success of IDA tax exemptions in advancing employment growth in the state of New York through a longitudinal analysis covering the 2009-2020 timeframe. As nations work to respond to COVID-19, trust in government is critical to achieving health outcomes. Studies argue that greater trust in government is associated with increased compliance with COVID-19 public health policies. Estimating cigarette tax avoidance and evasion: Evidence from a national sample of littered packs
We present the first academic national study of tax non-compliance using littered cigarette packs. We demonstrate the feasibility of meaningful large-scale data collection using this methodology and document considerable variation in tax non-compliance across areas, suggesting that both policy differences and geography may be important in control of illicit tobacco use.
