How Cannabis Advertising and Price-Based Sales Promotion Shape Early Use
Purpose To examine associations between cannabis advertising and price-based promotions and cannabis initiation among U.S. adolescents and young adults (AYAs).Methods We used two-wave panel data (2024–2025) from a nationally representative sample of U.S. AYAs aged 15–20 who were current cannabis users or susceptible to cannabis use. Initiation was defined as: recent use initiation (past 30-day use in wave 2, no past-30-day use in wave 1) and life…
The Association Between Sociodemographic Factors and co-Use of Cigars or Cigarillos with Cannabis
Background: Cigar/cigarillo smoking and cannabis use frequently co-occur, reflecting overlapping patterns of substance use and shared risk factors. However, little is known about how co-use of cigars/cigarillos and cannabis is associated with sociodemographic factors, as well as preferences for cannabis forms and spending patterns among co-users. Methods: We analyzed data from the second wave of a national longitudinal survey of U.S. adults who r…
The impact of taxes on prices and the demand for legally sold recreational Cannabis in the U.S.—An economic evaluation
Standardizing Recreational Cannabis Excise Tax Rates in the United States
Category-specific standardized measures of cannabis excise taxes derived from retail scanner data may support cross-state comparisons and pricing policy evaluation
Urban–rural disparities in oral nicotine pouch sales and flavors in the United States
ONP sales exhibit significant urban-rural disparities, with rural areas showing higher per capita sales overall, but urban areas showing stronger preferences for flavored products and greater price responsiveness. As a result, regulatory measures targeting flavors or pricing may have a greater impact in urban areas compared to rural ones
Prevalence of Blunt and Hemp Wrap Use Among Young Adults in the United States, 2022
INTRODUCTION: Blunt and hemp wraps, as a means of consuming cannabis, have emerged into the retail space where the prevalence has been increasing since 2017. There is limited epidemiological research on the prevalence of use of these products across the U.S. particularly among young adults who are at greater risk of tobacco and cannabis use. METHODS: = 1178) captured in May 2022. Respondents participated in an online survey about their use of blu…
Colour attributes in packaging of oral nicotine pouches
Our results suggest the colour scheme of some ONP packaging was designed to indicate the flavour and nicotine concentration. These characteristics may influence consumers' beliefs about ONPs, and appeal to different populations. AI tools can be valuable in the surveillance of those ONP packaging features
Trends of oral nicotine pouch prices and sales by product characteristics in the USA, 2021–2024
Policy-makers may need to consider the role of major manufacturers, product flavours, and nicotine content in shaping the market. Continued surveillance is warranted to assess trends in use, particularly among youth and non-tobacco users
Association of psychological and behavioural economic factors with cigarette, water pipe, e-cigarette and heated tobacco use in Israel
Risk-seeking and impatient preferences appear to increase the likelihood of using various tobacco products and e-cigarettes, whereas higher general self-efficacy appears as protective. These behavioural factors should be considered when designing interventions alongside evidence-based policies
The effect of smokeless tobacco (SLT) excise taxes on SLT use among youth
The economic factors that determine smoking abstinence
The Tax Incidence and Tax Pass-Through of Smokeless Tobacco in the US
If harm is considered a criterion for taxing tobacco products, the tax incidence on SLT could be further increased. Considering that lower-priced SLT have lower tax pass-through rates, price promotion restrictions and minimum pricing laws may be needed to increase the cost of lower-priced products. Additionally, we observed that tobacco companies tended to increase tax pass-through for premium SLT products as e-cigarettes gained popularity, which…
The Association between Psychological and Behavioral Economic Factors and the Rapid Assessment Disuse Index (Radi) during the Covid-19 Pandemic
The deleterious health effects of prolonged sitting and physical inactivity are well-established, yet these behaviors are pervasive in modern culture. To inform interventions aimed at reducing sedentary behavior and increasing lifestyle activity, this study examined psychological and behavioral economic factors that may be associated with these behaviors. This cross-sectional study was conducted among 4072 adults in Israel. Participants completed…
The impact of tobacco tax increases on cost-minimising behaviours and subsequent smoking cessation in Australia
P - CMBs are associated with reduced smoking cessation. Reducing opportunities for industry to promote purchasing-related CMB options, such as by standardising pack sizes and reducing the price differential between RYO and manufactured cigarettes could increase the effectiveness of tax increases
Recreational cannabis excise taxation in the USA
As the prices and taxes of recreational cannabis continue to decrease, tax incidence remains low and is not significantly associated with tax bases or rates, posing concerns about whether the current levels of excise taxes are large enough in reducing cannabis use. Future research shall investigate this matter using converted cannabis taxes empirically. In addition, the wide range of tax magnitude and incidence across states suggests that tax avo…
The association between excise taxes and smoking and vaping transitions–Findings from the 2016–2020 ITC United States surveys
Our findings suggest that increasing cigarette taxes may serve as an effective means of encouraging people who smoke to cut back on smoking or quit smoking. The impact of increasing EC taxes on smoking transitions is less certain at this time
The Effects of Oral Nicotine Pouch Packaging Features on Adult Tobacco Users’ and Non-Users’ Product Perceptions
The study findings demonstrate that the nicotine concentration displayed on ONP packaging can affect adults' perceptions of ONPs. Further research on the effects of ONP packaging features emphasizing nicotine (e.g., "tobacco free" nicotine claims) on tobacco users and non-users is needed to assess their potential public health impact
Tobacco purchasing in Australia during regular tax increases
RYO, large-sized packs and products with a low upfront cost (eg, small RYO pouches and small-sized economy brand packs) may appeal to people on low incomes. Australia's diverse tobacco pack and pouch sizes allow the tobacco industry to influence tobacco purchases. Standardising pack and pouch sizes may reduce some price-related marketing and especially benefit people who have a low income, are highly addicted and have no quit intention
What types of e-liquid products were more likely to offer price promotions
Our findings suggest that e-liquids with salt nicotine have a higher average price discount when sold online, which may influence consumer purchasing behaviour. Further research is needed to assess the potential impact of these discounts on youth and adult tobacco use. Policymakers may consider implementing measures to limit online price discounts for e-liquids as a means of reducing sales among young people
How cigarette excise tax pass-through to prices responds to the uptake and evolution of e-cigarettes (ECs)
Continuing to raise cigarette taxes may be needed to create financial incentives to encourage people who smoke to switch to ECs. In addition, continuing to raise cigarette taxes and additional pricing policies such as price promotion restrictions are needed to increase retail prices and reduce price minimisation opportunities
Tobacco Whack-A-Mole
The tobacco use field currently classifies 'tobacco users' based on the product they smoked in the past 30 days. Any tobacco product use beyond the past 30-day period is considered 'discontinued use' and not the focus of intervention or tobacco regulatory science decisions. We documented the substantial proportion of young adult LCC, cigarette, and large cigar users who either exclusively or dual/poly used these combustible products in recent (e.…
Price Promotions of E-Liquid Products Sold in Online Stores
Despite low prices, price promotions are common for e-liquid products, which may undermine the effect of e-cigarette pricing policies such as excise tax that are designed to raise e-cigarette prices
Expanding the E-Liquid Flavor Wheel
Given that online stores market products with multiple flavor profiles and most of their products contain fruit flavor, the FDA may have issued marketing denial orders to some of these products. It is important to further examine how online stores respond to the FDA flavor restrictions (e.g., compliance or non-compliance)
Excise taxes and pricing activities of e-liquid products sold in online vape shops
Background Although e-cigarette excise taxes have great potential to prevent the initiation and escalation of e-cigarette use, little information is available on pricing activities of online vape shops, and how well taxation is implemented during web-based sales remains unclear. Objectives We examine e-liquid pricing activities in popular online vape shops that sell nationwide in the USA and present how those stores charge excise taxes based on s…
Impact of Little Cigars and Cigarillos Packaging Features on Product Preference
Regulating packaging-related features will impact LCC choices among US young adult smokers. FDA regulation over these packaging-related features may impact LCC use among young adult smokers
Earnings growth of Mexican immigrants
We study the earnings of Mexican immigrants in their traditional and newer destinations in the US. Analysis based on longitudinal data suggests that during 2001-2009, the real wage of Mexican immigrants increased 1-2% a year at the traditional destinations, but remained mostly statistically insignificant at the newer destinations. Mexicans at the traditional destinations exhibited greater residential stability: internal migration, non-follow up i…
The distribution of cigarette prices under different tax structures
Our investigation illustrates that, compared with specific uniform taxation, other tax structures, such as ad valorem uniform taxation, mixed (a tax system using ad valorem and specific taxes) uniform taxation, and tiered tax structures of specific, ad valorem and mixed taxation tend to have price distributions with greater variability. Countries that rely heavily on ad valorem and tiered taxes also tend to have greater price variability around t…

The Effect of Smoke-Free Air Law in Bars on Smoking Initiation and Relapse among Teenagers and Young Adults
We find that SFA laws in bars with exemptions significantly reduce (p ≤ 0.01) the probability of smoking initiation (one-puff, daily, and heavy smoking initiation). The 100% SFA law in bars without exemption significantly deters smoking relapse from abstinence into daily smoking (p ≤ 0.05) or relapse from abstinence into heavy smoking (p ≤ 0.01) among people age 21 or older. The reduction of one-puff and daily smoking initiation is larger among a…
The use of legal, illegal and roll-your-own cigarettes to increasing tobacco excise taxes and comprehensive tobacco control policies
A 10% increase in the relative price ratio of legal to RYO cigarettes is associated with a 4.6% increase in the probability of consuming RYO cigarettes over manufactured legal cigarettes (p≤0.05). In addition, more exposure to antismoking messaging is associated with a lower odds of choosing RYO cigarettes over manufactured legal cigarettes (p≤0.05). Non-significant associations exist between the manufactured illegal to legal cigarette price rati…
The association between tax structure and cigarette price variability
Our study provides empirical evidence of a relationship between tax structure and cigarette price variability. We find that, compared to the specific uniform tax structure, mixed uniform and tiered (specific, ad valorem or mixed) structures are associated with greater price variability (p≤0.01). Moreover, while a greater share of the specific component in total excise taxes is associated with lower price variability (p≤0.05), a tiered tax structu…
Weight control belief and its impact on the effectiveness of tobacco control policies on quit attempts
Although our results vary by gender and country, the findings suggest that weight concerns do alter policy responsiveness in quit attempts in certain populations. Policy makers should take this into account and alleviate weight concerns to enhance the effectiveness of existing tobacco control policies on promoting quitting smoking
Global Evidence on the Association between POS Advertising Bans and Youth Smoking Participation
We find that in countries with POS advertising bans, current smoking (OR = 0.73, p ≤ 0.1), daily smoking (OR = 0.70, p ≤ 0.1), and regular smoking (OR = 0.75, p ≤ 0.05) participation in the past month is significantly lower, suggesting that POS promotion bans can potentially reduce youth smoking. This study provides evidence to support the implementation of POS promotion regulations by the US FDA and implementation of the WHO FCTC guidelines rega…
The Trend of Voluntary Warnings in Electronic Nicotine Delivery System Magazine Advertisements
Some manufacturers of electronic nicotine delivery systems (ENDS) voluntarily carried health warnings in their advertisements. This study examined these voluntary warnings in magazine ads and plotted their trends between 2012 and early 2015. ENDS magazine ads were obtained through Kantar media and warnings were collected from the Chicago Public Library or the Trinkets and Trash surveillance system. The prevalence of voluntary warnings, warnings w…
The Association between Warning Label Requirements and Cigarette Smoking Prevalence by Education-Findings from the Global Adult Tobacco Survey (Gats)
Prominent pictorial warning labels can potentially reduce health disparities resulting from smoking across different education levels
Banning tobacco price promotions, smoking-related beliefs and behaviour
Differential associations emerged between exposure to price promotions, smoking-related beliefs and behaviour across countries with and without a price promotions ban. Adopting price promotion bans could ameliorate the associations between exposure to price promotions and smoking beliefs and behaviours
The impact of flavour, device type and warning messages on youth preferences for electronic nicotine delivery systems
Restricting fruit/sweets/beverage flavours in ENDS, regulating modifiable vaping devices and adopting strong health warning messages may reduce the uptake of ENDS among youth
The Association between Potential Exposure to Magazine Ads with Voluntary Health Warnings and the Perceived Harmfulness of Electronic Nicotine Delivery Systems (ENDS)
(1) Background: Several brands of electronic nicotine delivery systems (ENDS) carry voluntary health warning messages. This study examined how potential exposure to ENDS magazine ads with these voluntary health warnings were associated with the perceived harmfulness of ENDS. (2) Methods: Risk perception measures and self-reported exposure to ENDS ads were obtained from the 2014 Georgia State University (GSU) Tobacco Products and Risk Perceptions …
Global Evidence on the Association between Cigarette Graphic Warning Labels and Cigarette Smoking Prevalence and Consumption
Background : In 2011, the courts ruled in favor of tobacco companies in preventing the implementation of graphic warning labels (GWLs) in the US, stating that FDA had not established the effectiveness of GWLs in reducing smoking. Methods : Data came from various sources: the WHO MPOWER package (GWLs, MPOWER policy measures, cigarette prices), Euromonitor International (smoking prevalence, cigarette consumption), and the World Bank database (count…
Association between tax structure and cigarette consumption
Our study provides important empirical evidence of a relationship between tax structure and cigarette consumption. We find that a change from a specific to an ad valorem structure is associated with a 6%-11% higher cigarette consumption. In addition, a change from uniform to tiered structure is associated with a 34%-65% higher cigarette consumption. The results are consistent with existing evidence and suggest that a uniform and specific tax stru…
Global evidence on the effect of point-of-sale display bans on smoking prevalence
Having a POS display ban is likely to reduce smoking prevalence and generate public health benefits
Trend in the affordability of tobacco products in Bangladesh
The tax increases that were implemented during 2009-2015 were not enough to increase tobacco product prices sufficiently to outweigh the effect of income growth, and to reduce tobacco consumption. The findings from this research inform policymakers that in countries experiencing rapid economic growth, significant tax increases are needed to counteract the effect of income growth, in order for the tax increases to be effective in reducing tobacco …
Tobacco taxation, illegal cigarette supply and geography
An increase in taxes on manufactured legal and roll-your-own cigarettes increased the odds that smokers in cities near the borders and women switched down to illegal cigarettes. City geographical location, controls effectiveness and distribution networks may play a significant role in accessibility of illegal cigarettes. To improve the effectiveness of increased taxes and prices in reducing smoking, policy-makers may consider specific policies in…
Association between tobacco prices and smoking onset
Under the new regime of a central goods and service system, policymakers may need to raise the prices of tobacco products sufficiently to curb smoking onset
State-Level Affordability of Factory-Made Cigarettes among Current US Smokers
Cigarette affordability measures the price smokers pay for cigarettes in relation to their incomes. Affordability can be measured using the relative income price of cigarettes (RIP), or the price smokers pay to purchase 100 packs of 20 cigarettes divided by their per capita household income. Using longitudinal data from 7046 smokers participating in the International Tobacco Control (ITC) US Survey, the purpose of this study was to test whether a…
Analysis of Gender Differences in the Impact of Taxation and Taxation Structure on Cigarette Consumption in 17 ITC Countries
Although increasing taxes has been established as the most effective tobacco control policy, it is not clear whether these policies reduce cigarette consumption equally among women and men. In this study, we examine whether the association between taxation/taxation structure and cigarette consumption differs by gender. The data is from the International Tobacco Control Policy Evaluation (ITC) Projects in 17 countries. Cigarette consumption was me…
Where Do Vapers Buy Their Vaping Supplies? Findings from the International Tobacco Control (ITC) 4 Country Smoking and Vaping Survey
Aim: This study examines where vapers purchase their vaping refills in countries having different regulations over such devices, Canada (CA), the United States (US), England (EN), and Australia (AU). Methods: Data were available from 1899 current adult daily and weekly vapers who participated in the 2016 (Wave 1) International Tobacco Control Four Country Smoking and Vaping. The outcome was purchase location of vaping supplies (online, vape shop,…
The impacts of potency, warning messages, and price on preferences for Cannabis flower products
Costs of vaping
NVP prices were generally higher than prices of combustible cigarettes, especially the high upfront NVP devices. The high upfront costs of purchasing a reusable NVP may discourage some smokers from switching to vaping. However, the average lower costs of cartridges and e-liquids relative to a package of cigarettes make switching to a NVP an attractive alternative to smoking in the long term so long as smokers switch completely to vaping
Impact of Little Cigars and Cigarillos Packaging Features on Product Preference
Regulating packaging-related features will impact LCC choices among US young adult smokers. FDA regulation over these packaging-related features may impact LCC use among young adult smokers
Tax incidence of electronic nicotine delivery systems (ENDS) in the USA
Tax incidence can be used to measure the strength of ENDS tax policies and how they are compared with cigarette taxes. Policymakers who aim to prevent youth from using ENDS may consider a value tax base to raise the tax incidence of closed systems-the product type preferred by young people
