Dissemination strategies and the adoption of improved agricultural technologies
How Should Governments Make Risky Policy Decisions
Public policy‐making does not follow the long‐established and well‐recognised principles of rational decision analysis under risk. Public views of risk are often inconsistent and seemingly irrational, and a gulf exists between risk perceptions and attitudes of the public and those of ‘experts’. On the other hand, experts often claim unjustifiably high levels of confidence in their predictions of policy choice outcomes, creating a lack of public f…
A conceptual note on accounting for budget internalities in public policy making
In a recent paper, Fleming, Heinecke and Dollery (2007) developed the government failure taxonomic system advanced by Charles Wolf into a conceptual framework to incorporate positive and negative internalities for analyzing public programs and policies. However, their paper unfortunately ignored the treatment of budget internalities, often an important question in real-world policy applications. This neglect is remedied in the present note by ext…
The Samaritan's dilemma
There is increasing recognition in the development literature that foreign aid can have malign effects on the recipient country, especially in failing states. This paper considers the impact of Australian aid on macro-level development in Papua New Guinea. After a review of official evaluations of the effectiveness of aid, the potential sources of 'aid failure' and 'aid accountability' in Papua New Guinea, it is argued that the current Australian…
An analytical framework for assessing the impact of internalities on policy and projects using examples from Papua New Guinea
The government failure paradigm is nowadays an integral part of modern policy analysis. Several taxonomic models of government failure have been advanced, perhaps most notably the theory of ‘non-market’ failure developed by Charles Wolf. This model identifies four main sources of socially sub-optimal policy outcomes consequent upon the failure of public agencies, including ‘internalities’. Using examples drawn from the Australian foreign aid envi…
Performance of Dairy Plants in the Cooperative and Private Sectors in India
During the 1990s the cooperative dairy processing sector in India was exposed to greater competition from private sector plants. In this paper we measure cost efficiency (decomposed into technical and allocative efficiency) at the dairy plant level in the cooperative and private sectors in India. Two efficiency measurement methods are used: stochastic frontier analysis (SFA) and data envelopment analysis (DEA). The study utilizes an (incomplete) …
