The Oxford Handbook of the Russian Economy
The Handbook represents a comprehensive study of the Russian economy. Written by a team of distinguished Russian and western authors, the chapters analyze the current economic situation, trace the impact of Soviet legacies and of post-Soviet transition, examine social challenges, and propose directions for reforms. The Handbook begins with economic history of Russia, particularly the Soviet period, and then surveys the developments since the brea…

Linguistic Diversity and Redistribution
This paper investigates the effect of linguistic diversity on redistribution in a broad cross-section of countries. We use the notion of “linguistic distances” and show that the commonly used fractionalization index, which ignores linguistic distances, yields insignificant results. However, once distances between languages are accounted for, linguistic diversity has both a statistically and economically significant effect on redistribution. With …

Language Disenfranchisement in the European Union
This article introduces the notion of language disenfranchisement which arises if the number of EU working languages is reduced and some EU citizens are denied the use of their own language for official purposes. We use data on language proficiency in the EU and show that, in spite of the widespread knowledge of English, the retention of French and German as working languages is essential to avoid a high degree of disenfranchisement of EU citizen…

Contract equilibria in a regulated rental housing market
Multiparty Equilibria under Proportional Representation
The purpose of this article is to define and to prove formally the existence of an equilibrium under proportional representation, as well as partially to characterize it. Specifically, let m be the quota that represents the minimal number of voters necessary for a candidate to be elected. We show that there is a set of elected candidates, each choosing an alternative and each receiving at least m votes, such that no other potential candidate, by …
