A Report Card on Youth Homelessness in Australia: 2008–2018
Youth homelessness, recognised early in Australia, has had a high Australian public profile due to a series of official inquiries and the funding of Reconnect in 1997, a world‐first early intervention program for homeless youth. A decade of policy and funding stagnation followed, which spurred the deliberations of an independent National Youth Commission into Youth Homeless (NYC), which shaped the Commonwealth Government's 2008 White Paper. This …
Extending the Coss Model to Youth Mental Health: Outcomes and Learnings from the Albury Project Mental Health Pilot
This article presents key findings and learnings from the Albury Project Mental Health Pilot, a six-month exploratory opportunity designed to extend the Community of Schools and Services (COSS) Model to proactively identify and support young people experiencing psychological distress in a regional Australian community. Working within the established COSS Model architecture and using population-level screening via the Australian Index of Adolescen…

A critical evaluation of adolescent resilience self-report scales: A scoping review
Valid quantitative measures of adolescent resilience are important for the development of knowledge and have implications for practice with adolescents. This scoping review followed Arksey and O’Malley’s (2005) five step process and aimed to (1) identify the most used self-report scales that measure resilience of adolescents in studies published between 2000 and 2021, (2) describe the scales’ psychometric properties, (3) describe the scales’ conc…
The drivers of high health and justice costs among a cohort young homeless people in Australia
Our study utilizes Australian survey evidence to estimate the heath and justice costs of a cohort of young homeless people. Health and justice costs for young homeless people are highly skewed with median costs well below mean costs. This is particularly true of justice costs resulting from a relatively high proportion of young homeless people having no interaction with the justice system. Having a diagnosed mental health condition is a primary d…

The Sustainability of the Youth Foyer Model: A Comparison of the UK and Australia
The youth foyer model was designed to provide a package of support, including accommodation to homeless or at-risk young people, based on participation in education, training and/or employment as a supported transition to independent living and a sustainable livelihood. Commencing in the early 1990s, the UK has developed a large number of foyers while Australia is a relative newcomer to this kind of supportive youth housing. Unlike in the UK, exi…
Forever adaptable: The United Nations system at 70
The United Nations (and the associated specialized agencies, commissions, and committees that make up the “UN system”) turns 70 this year and, as it has at every major anniversary, it faces another round of demands for its reform. Looking back at its history, it is clear that the UN is not as good at “reform” as it is at “adaptation”—reinventing itself with each generation to meet changing global challenges. Indeed, it could be argued that becaus…
An early effort in cultural diplomacy: The Canadian Co-operation Project and Canadian tourism
The Canadian Co-operation Project (CCP) was one of the more unusual episodes in the economic and cultural relationship of Canada and the United States. Conceived between the federal government and the Hollywood film industry, the 1948 agreement called on Hollywood to produce more films in Canada and to make efforts to promote American tourism in Canada. The paper argues that the CCP was less the surrender to Hollywood than is generally understood…

Dag Solstad Professor Andersen’s Night Agnes Scott Langeland, tr. Vintage Books With wry humor throughout, Solstad tackles existential guilt through the character of a bumbling and hesitant academic. The titular professor witnesses a murder but inexplicably fails to report the crime. The rest of this darkly comic Norwegian novel tracks his pursuit of redemption despite his indecision, building up to an unexpected encounter in a sushi bar. Tzveta …
Homeless Careers: A Framework for Intervention
The present paper identifies three ‘homeless careers’ abstracted from the diversity and complexity of individual cases and pathways. These are the ‘youth career’, the ‘housing crisis career’ and the ‘family breakdown career’. The paper discusses the usefulness of the career typology for framing interventions. A core argument is that early intervention involves different forms of practice in each pathway. For young people, early intervention has t…

A North Atlantic Outpost: The American Military in Newfoundland, 1941–1945
The necessities of hemisphere defense have added an unexpected problem to America's growing list of tribulations', one concerned author wrote in Harper's Magazine early in 1941. 'When England leased Newfoundland naval and air bases to the United States this country acquired a new outpost and a new anxiety. Without capital or valuable natural resources, Canada's little cousin is the economic problem child of the British Empire'. Only a few days be…

Canada and the OAS: From Dilettante to Full Partner
Since the early 1900s, Canada's relations with the inter-American community have not engendered a great deal of attention among policy-makers and opinion-makers in Canada. For the most part, Canada's involvement in the hemisphere has consistently occupied a low priority in the conduct of Canadian foreign policy. However, the issue of Canada's association with inter-American political institutions--namely, the Pan American Union (PAU) and the Orga…
Temporal Dimensions of Youth Homelessness
This article identifies three temporal images of the homeless youth population. The dominant media typification is of an ‘underclass’ with chronic problems. A dissident image contends that most young people experience only short periods of homelessness, and that there is a ‘high turnover’ population. A third account suggests that there are both ‘short‐term’ and ‘chronically’ homeless youth, but few individuals in‐between. It is a ‘polarised’ imag…

Understanding Contemporary Homelessness: Issues of Definition and Meaning
There is little agreement in the recent academic literature about how the concept of homelessness should be defined. This is more than just a theoretical problem, because it becomes difficult to urge governments to meet the needs of homeless people, if the parameters of the homeless population are unclear. This paper reviews ‘conservative’, ‘radical’ and ‘conventional’ perspectives on homelessness in modern society, and it argues that it is possi…

Kaufman of Turkestan: An Assessment of His Administration 1867-1881
On July 11, 1867, an imperial decree established the governor-generalship of Turkestan, inaugurating a significant experiment in Russian administration of Central Asia. On July 14 General Konstantin Petrovich fon-Kaufman (1818-82) was appointed Turkestan's first governor general. During the next fourteen years he rooted Russian colonial rule so firmly that subsequent incompetent governors could not overturn it. He began Turkestan's modernization,…

Schuyler: Honorable but Misled
Let me Thank Mr. Siscoe for raising some pertinent issues relating to my article "Kaufman of Turkestan." His objections refer almost exclusively to my brief references to Eugene Schuyler's appraisal of the Kaufman administration. It was definitely not my intention, as Mr. Siscoe suggests, to undermine or discredit the reputation of Schuyler. Unquestionably, he was an able, conscientious American diplomat, and his book, Turkistan, contains a wealth…
