Energy Use and GHG Emissions in the Quebec Pulp and Paper Industry, 1990–2006
Greenhouse gas (GHG) emissions of the Quebec pulp and paper industry fell by more than 30 percent from 1990 to 2006. We use an energy demand model to analyze the contributions to this decrease of energy prices, product mix, technological change, and biomass use. The product mix is made of pulp, and cardboard, and paper. Pulp is an intermediate product for the industry, but not necessarily so for mills; vertical integration varies across mills and…
Péréquation et comportement stratégique des provinces bénéficiaires: Un contre-exemple intrigant
The work of Boadway and Hayashi (2001) and Smart (2007) tends to confirm the hypothesis that provinces who are the beneficiaries of equalization payments adopt strategic behaviours that reduce their tax capacity and thus increase these payments. In this study, we analyze the impact that a new hydroelectricity royalty paid by Hydro-Quebec to the Quebec Treasury has on total equalization payments received by the province; to do this, we consider th…

La régressivité de la tarification de l'électricité selon le coût marginal
L'efficacité énergétique chez Hydro-Québec: Pourquoi oublier la substitution électricité/gaz naturel
Hydro-Quebec has launched an energy efficiency program which will run from 1990 to 2000 and which will cost 1.9 billion dollars (1991$). The purpose of the program is to take 9.3 terawatt hours (TWh) off electricity consumption by the year 2000, i.e., 5.6 per cent of the forecasted electricity consumption. Hydro-Qudbec energy efficiency program deals only with electricity consumption and no other energy sources are considered. This paper throws s…
Electricity exports under financial regulatory constraints
Le coût d'abandonner le projet Grande-Baleine
Although the increase in future demand for electricity is expected to be smaller than that in recent years, Hydro-Quebec has undertaken to develop certain projects in anticipation of the expected future demand. Among these projects is the Great Whale project. Environmental concerns, the presence of natives, and the federal-provincial dispute over environmental jurisdiction give rise to debates that could jeopardize the realization of the project.…
Aluminium ou exportation: De l'usage de l'électricité québécoise
While the price of elasticity is higher in the North-Eastern United States than in the Quebec industrial market, the Quebec government is maintaining its traditional policy of promoting the establishment of electricity-intensive industries by providing them with electricity at a price below the export price. This was the case with the recent establishment and expansion of four aluminum plants in Quebec. This decision has led to an estimated annua…

United States' electricity imports from Quebec and the fair trade issue
Hydro‐Québec's energy exports to neighbouring American electric utilities have increased substantially over the last decade as a result of conditions created by the oil crisis of the seventies. These increases have mostly been in the form of interruptible energy exchanges. Considering prices and costs of production on both sides of the border, the prospects for further growth of firm energy exports to the United States appear to be reasonably goo…
The Probability Distribution of Future Demand: The Case of Hydro Quebec
The bootstrapping technique of Efron (1979) is used to estimate the probability distribution of future electricity demand for Hydro Quebec. The application follows the regression approach of Freedman and Peters (1984a,b) but also allows for serially correlated disturbances and uncertainty in the independent variable forecasts
