  • The Political Economy of Fiscal Policy in Ireland

Stephen Kinsella, Aidan Regan•CHAPTER•Oxford Handbook of Irish Politics•2021

Relative to other small open economies in Western Europe, Ireland has a low revenue to national income ratio. This limits the strategic capacity of the state to invest in new public services. Fiscal policy is highly centralized, with weak revenue raising capacity at local government level. The Irish government commits significant resources to socially protecting low-income earners through the welfare state. The income tax base is quite narrow in …

  • Exploring the effects of capital mobility on the saving–investment nexus: Evidence from Icelandic historical data

Hamid Raza, Gylfi Zoega et al.•ARTICLE•Scandinavian Economic History…•2019

We explore the effects of capital mobility on the relationship between saving and investment using historical data for Iceland. First, we analyse the saving–investment (S-I) correlation for the period of restricted capital mobility using data from 1960 and 1994. We then add a period of free capital mobility between 1994 and 2008 and estimate the correlation for the period 1960–2008. Finally, we extend our analysis to the 2008 to 2016 period, when…

  • Identifying Mechanisms Underlying Peer Effects on Multiplex Networks

Open Access•Hang Xiong, Diane Payne et al.•ARTICLE•Journal of Artificial Societies…•2018

We separately identify two mechanisms underlying peer e ects in farm households' adoption of a new crop. A farmer can follow his peers to adopt a new crop because he learns knowledge about the new crop from them (social learning) and because he wants to avoid the damage caused by the practice conflicting with theirs (externalities). Using an agent-based model, we simulate the two mechanisms on a multiplex network consisting of two types of social…

  • Designing policy: Collaborative policy development within the context of the European capital of culture bid process

Stephen Kinsella, Niamh Nicghabhann Coleman et al.•ARTICLE•Cultural Trends•2017•Cited by: 1•References: 10

How do ideas become policies? What route do they take from inception to implementation and what criteria are used to evaluate one set of proposals against another? This paper examines the development of the Creative Work Fellowship policy proposal in Limerick, tracing the origins of the idea, itself a contended and negotiated object, from discussions between academics and policy-makers through to scoping, pitching and scaling the policy to its ev…

  • Was Ireland's Celtic Tiger Period Profit-led or Wage-led

    Stephen Kinsella•ARTICLE•Review of Political Economy•2013•References: 1

This paper examines the macroeconomic performance of the Irish economy in the years leading up to the Celtic Tiger period and afterward, from 1980 to 2011. The goal of the paper is to determine how a severe recession in the 1980s could be followed so quickly by the unprecedented boom years of the Celtic Tiger, and followed again by the marked economic downturn since 2007. I build a Keynesian model of growth that integrates effective demand and pr…
