States of Disorder, Ecosystems of Governance
The Congolese ‘black hole’
This chapter employs the tools of complexity theory to describe the evolution of the Democratic Republic of the Congo’s (DRC) governance system from post-colonial times to the present. It argues that a form of symbiosis emerged among armed groups, traditional leaders, businesses, and state actors, resulting in a highly networked form of governance in eastern Congo. These relationships acted as ‘strong attractors’ in the Congolese governance syste…

A Perturbed Peace
This article explores the application of complexity theory to UN peacekeeping. To date, peacekeeping has been dominated by linear models of change, assuming that conflict settings can be addressed by elite-driven peace processes, gradual improvements to state institutional capacity, and development programming. However, this article argues that complexity theory offers a far more accurate and useful lens through which to view the work of peacekee…
Distractions, Distortions and Dilemmas
This article explores the unintended consequences associated with the protection of civilians (PoC) mandate in United Nations peacekeeping. Drawing primarily on two case studies – the Democratic Republic of the Congo (MONUSCO) and South Sudan (UNMISS) – we advance three lines of argument. First, the gravitational pull of PoC can distract missions from other, often interdependent, priorities. Second, the implementation of PoC can distort intended …
UN Stabilisation Operations and the Problem of Non-Linear Change
In recent years, the United Nations (UN) has increasingly turned towards stabilisation logics in its peace operations, focusing on the extension of state authority in fragile, conflict-prone areas. However, this concept of stabilisation relies upon a series of binaries — formal/informal actors, licit/illicit activities, governed/ungoverned space — which often distort the far more complex power relations in conflict settings. As a result, UN peace…

Taking Measure of the UN's Legacy at Seventy-Five
Over the past seventy-five years, the UN has evolved significantly, often in response to geopolitical dynamics and new waves of thinking. In some respects, the UN has registered remarkable achievements, stimulating a wide range of multilateral treaties, promoting significant growth of human rights, and at times playing a central role in containing and preventing large-scale armed conflict. As part of the special issue on “The United Nations at Se…
