  • Democracy and Rule over Others: The Boundary Problem and the Limits of Collective Self-Rule

Open Access•Matheson Russell, David Kelley•ARTICLE•The Review of Politics•2026

Contrary to the notion of collective self-rule, in modern democratic states the set of individuals that make the rules and the set of individuals to whom rules apply cannot be one and the same. Recognizing this “non-identity thesis” has important implications for democratic theory. Among them is the need to recognize that any democratic system will involve rule over others and that democratic procedures will not be sufficient for political legiti…

  • Screening for Sexually Transmitted Infections After Cervical Cancer Screening Guideline and Medicaid Policy Changes: A Population-based Analysis

    Natasha Parekh, Julie M Donohue et al.•ARTICLE•Medical Care•2018•References: 23

BACKGROUND: Sexually transmitted infection (STI) screening prevents complications and is cost-effective. Annual screening is recommended in sexually active women below 25 years and older women at increased risk. Cervical cancer (CC) screening guideline changes in 2009 and 2012 recommended less frequent screening, causing concern that STI screening would decrease. Pennsylvania Medicaid implemented a family planning program in 2007 which covered wo…

OBJECTIVE: This study sought to evaluate the health care costs and health care utilization associated w…

  • Site preservation along an active meandering and avulsing river: The Red River, Arkansas

    Open Access•Margaret J Guccione, Michael C Sierzchula et al.•ARTICLE•Geoarchaeology•1998

The low-gradient Red River is a rapidly migrating, sinuous stream with easily erodible banks. Avulsion is common at many scales, from individual meander bends that are cut off to major sections of the river that form multiple, complex meander belts. The present meander belt can be subdivided into mappable landforms—termed phases—that are associated with river courses of different ages and thus associated with archeological sites of different ages…
