Brainstorm: Occupational choice, bipolar illness and creativity
The Relative Efficiency of Charter Schools
This analysis compares the technical efficiency of charter school primary and secondary campuses with that of comparable campuses in traditional Texas school districts. Charter schools are hybrids—publicly funded, but not required to meet all the state regulations releant for traditional schools. Student performance is measured using value added on standardized tests in reading and mathematics, and efficiency is measured using the input distance …

Budget-Constrained Frontier Measures of Fiscal Equality and Efficiency in Schooling
Equality and efficiency are key issues in educational reform. Here the authors analyze the efficiency and equality consequences of various school finance reforms using a cost-indirect output distance function. This function readily models multiple-output production under conditions of budgetary constraint, and provides a natural measure of performance that is closely related to Farrell-type measures of efficiency. The analysis suggests that despi…
Productivity Growth in Health-Care Delivery
OBJECTIVES: The authors compute and compare productivity growth in the health-care sectors for a sample of Organization for Economic Cooperation and Development countries over the period from 1974 to 1989. The authors compute Malmquist productivity indexes, which allow productivity growth to be decomposed into efficiency changes and technical change. These indexes also allow the use of primary quantity data (recently available from the Organizati…

Evaluating Hospital Performance With Case-Mix-Adjusted Outputs
In this article, we compared hospital efficiency using a multiple input-output approach in two ways: one way used a straightforward count of inpatient days and outpatient services as outputs; and the second used a case mix-adjusted count of inpatient services and outpatient care as outputs. Our results show that there was no difference when we incorporated the case-mix index, either as a weighting device or as a separate output. However, this res…

Measuring Economies of Diversification: A Frontier Approach
The purpose of this paper is to improve the statistical analysis of multiproduct firm behavior. The authors offer a new empirical technique that can be used to directly analyze issues such as subadditivity, expansion path subadditivity, economies of scope, and economies of diversification. Previous applied work has used "nonfrontier" estimation techniques. The authors show how to introduce frontier approaches to multiproduct cost analysis, which …

The Role of Functional Form in Estimating the Demand for Local Public Goods
This paper seeks to determine whether the underlying assumption of utility maximization can be empirically validated for the local public sector. In addition, three alternative functional forms of a system of demands are compared on the basis of their theoretical restrictions as well as their predictive performance. Based upon a likelihood ratio test we find that the restrictions implied by utility maximization are too restrictive to be consisten…

The Revenue Potential of Site Value Tax: Extension and Update of General Equilibrium Model With Recent Empirical Estimates of Several Key Parameters
Although appealing on the consideration of efficiency, the site (land) value tax has been dismissed by some economists as an unviable alternative to the local real estate tax on the ground that it cannot generate sufficient revenue. From earlier work based on a general equilibrium model, however, a switch from a real estate to an equal yield site value tax could result in an increase in equilibrium land prices (and hence the site value tax base).…
