Financing green transformation in developing countries
The prospects for external financing of green transformation and resilient post-COVID-19 recovery remain bleak for developing countries. The scope for mobilising substantial domestic resources is limited, while public-private partnerships and blended finance failed to mobilise promised finance. Borrowing from central banks remains the only viable option for financing green transformation. The conventional arguments against such borrowing, e.g. gr…
Chronicles of Debt Crises Foretold
The debt crises looming in developing countries are being exacerbated by changing debt composition. Declining net foreign exchange earnings have worsened their predicament. As concessional development finance declined, many governments turned to riskier forms of borrowing from international capital markets. Concerted interest rate hikes are supposed to stem inflation; however, given that prices have mainly risen due to supply chain disruptions ca…

The Covid-19 pandemic: Lessons on building more equal and sustainable societies
This discussion paper by a group of scholars across the fields of health, economics and labour relations argues that COVID-19 is an unprecedented humanitarian crisis from which there can be no return to the ‘old normal’. The pandemic’s disastrous worldwide health impacts have been exacerbated by, and have compounded, the unsustainability of economic globalisation based on the neoliberal dismantling of state capabilities in favour of markets. Flow…
Employment and Re-Industrialisation in Post Soeharto Indonesia
This book studies the challenges for Indonesia as it faces premature deindustrialisation and rising inequality.
From crisis to crisis: Capitalism, chaos and constant unpredictability
Far from being an event of a decade ago, the 2008 global financial crisis is a manifestation of an ongoing crisis of the world order, with social, political and ecological dimensions that cannot be seen separately from each other. The root cause of the crisis can be traced back to the collapse of the Bretton Woods System in August 1971, and the failure to design an equitable and inclusive global financial and economic governance architecture cons…
Revitalising Indonesia’s Manufacturing
In light of the continuing importance, but declining dynamism, of the manufacturing sector, this paper investigates trends in productivity at firm levels. It finds that labour productivity has been either stagnant or falling in labour-intensive manufacturing. The paper uses firm level cross-sectional and time series data and employs GMM techniques to estimate determinants of productivity. It finds that real wage is the most important variable tha…

Poor Poverty: The Impoverishment of Analysis, Measurement and Policies
This book, co-published with the UN's Dept of Economic and Social Affairs, offers a critical appraisal of the conventional measures and analysis of poverty as well as of poverty reduction policies. Despite greater efforts in reducing poverty since the early 1980s, poverty remains stubbornly high in many parts of the world. This collection argues that the mainstream perspectives on poverty and deprivation have contributed to considerable distortio…
A Critique of the Orthodox Approach to Indonesia's Growth and Employment Problems and Post Keynesian Alternatives: A Critique of the Orthodox Approach to Growth & Employment
Indonesia continues to bear the scars of the 1997 financial crisis, with the highest open unemployment rate in Southeast Asia. The orthodox interpretation is that the post-crisis era is typified by overly generous labor legislation granting higher minimum wages and other provisions; the rise in real wages adversely impacted the investment climate and employment growth. However, detailed sectoral analysis reveals very little evidence of a wage-dri…
Labor Market Policies as Instruments of Industry Policy: What Can Europe Learn from Southeast Asia
A bstract . It seems there is a pessimistic view about the need and effectiveness of industry policy in an era of unprecedented globalization. The discussion about industry policy has been mostly on the fiscal, credit, and tariff measures, which are generally designed to favor particular activities. However, the rationale for industrial policy does not have to be the infant industry argument or market failures and knowledge spillover. In advanced…

The Newly Industrializing Economies of East Asia
The phenomenal success of the East Asian Newly Industrializing Economies (NIEs) of Korea, Taiwan, Hong Kong, and Singapore is now well-known and documented. Their success has been discussed to such an extent that it has become entrenched as part of the folklore of development economics. The Newly Industrializing Economies of East Asia takes a fresh look at the relevant literature and sifts the rhetoric from the reality. In the course of surveying…
Does INFLATION Affect Economic GROWTH? The relevance of the debate for Indonesia
This research was motivated by the current constraints on macroeconomic policy-making in Indonesia. On the fiscal side, the government is burdened with debt and the pressure to maintain social expenditure. On the monetary side, there is a preoccupation with a lower inflation rate and the need to maintain liquidity in a depressed economy. By examining the inflation-growth relationship, this study examines whether there is any room for inflating th…
The Institutional and Political Framework of Growth in an Ethnically Diverse Society: The Case of Malaysia
This paper classifies Malaysia as an enigmatic case, because it is regarded as one of the “miracle” economies of the world despite an ambitious affirmative action program that was vulnerable to the risk of deterring the growth process. Critics have rightly pointed out the predictable microeconomic distortions of Malaysia's “New Economic Policy,” but such distortions were not significant enough to impair economic performance. This paper argues tha…
