Organising cyber security in Australia and beyond
The Internet is an interconnected network and cyber security requires collective action. How that action is organised has important implications for national security, including the defence against cyber attacks and malicious activities. This article explains the origins and institutionalisation of cyber security in Australia—particularly ‘civilian cyber security’. The authors trace the origin of Australia’s first computer emergency response team…

The Struggle for Soft Power in Asia
Throughout Asia, states are competing to build and leverage soft power using public diplomacy. This article examines these investments, whether they pay dividends, and why they are being made. A mix of qualitative and quantitative analysis shows little, if any, positive correlation between public diplomacy by Asian states and foreign public opinion. We therefore ask why states invest in public diplomacy when it does not seem to work. We argue tha…

Whose Language? What Power? A Universal Conflict in a South African Setting
a On back cover of Frank Smith's latest book is a photograph, presumably taken in South Africa, portraying author sitting on a white table on porch of a neat suburban house, flanked by four smiling black children. It is an appealing photograph--but it makes me feel uneasy. Such photographs provide a permanent record that sojourner has been there, has related to the people. But smiles mask unequal relations of power between visitor and hosts, betw…

The Limitations of Interpretation
Patterns of Cultural Diffusion
While the possibility of cultural diffusion is certain, the relationship be tween the trait content and the diffusion process is not sufficiently un derstood. The current research relies upon general systems as a dynamic, interpretatiLe model to achieve some further empirically-based explication of cultural diffusion. The approach of this study was to structure ethno graphic data for correlational comparisons which would show diffusion tendencies…
Thematization and Intonation in the Organization of Sentences
Sixteen subjects were presented with pairs of sentences to choose from embedded in discourse. One member of the pair maintained the topic of the discourse while the other failed to do so. Subjects preferred the topic-maintaining sentence. The intonation patterns with which sentences of both types were read aloud by subjects did not differ as a function of whether or not the sentences were topic-maintaining. These results are evaluated in respect …
Cultural Dimensions Reconsidered
Developments in ethnographic data compilation over the past decade provide the basis for a new and extended study of the dimensions of culture. The approach taken in the current research was to apply various multivariate statistical analyses for the purpose of revealing the dimensions by which culture traits tend to be associated. Based on Murdock's Ethnographic Atlas, 65 cultural traits were coded, scaled, and intercorrelated over a sample of 86…

ed from context. Feature analytic model of meaning identification We suggest the term meaning identification to embrace both comprehension and the utilization of semantic redundancy in sequences of words because the process by which such information is extracted from text by the skilled reader may be regarded as essentially no different from the process by which he identifies letters or words. Effects of Context, Intonation and Voice On the Reaction Time to Sentences
Eighteen subjects responded to sentences which differed in context (whether a preceding sentence referred to their subject or object), intonation (3 alternatives) and voice (active or passive). Differences in response times indicate that context and voice make a significant difference to the ease of processing sentences, both as main effects and in interaction with each other and with intonation. Conclusions are drawn regarding the control of the…
