Japan's Fiscal Crisis
In this account of budget-making and budgetary politics, the author traces the origins and development of Japan's crisis at the beginning of the 21st century
Who Governs Japan? Politicians and Bureaucrats in the Policy-Making Processes
The long-running debate about who governs Japan has been given a new twist by ‘rat-choicers' who argue that Japan has been governed for the last thirty years or more neither by bureaucrats nor by a ‘conservative coalition’ of bureaucrats, politicians and businessmen but by the Liberal Democratic Party alone. This article examines their arguments and sets them in the context of other competing and conflicting explanations. It is argued that more r…
The Treasury and Whitehall
The Treasury is at the heart of British Government, responsible for deciding how much to spend and on what. Both the institution and the public expenditure process are the focus of `The Treasury and Whitehall', a tour de force of contemporary policy analysis. Based on research undertaken with the cooperation of the Treasury and Whitehall departments, it shows how the key decisions of planning, allocating and controlling public expenditure are mad…

Planning and Controlling Public Expenditure in the Uk, Part I
The Treasury's annual survey of public expenditure is the central element in planning and controlling public expenditure. While its purpose remains similar to that in the 1970s, the principles governing its preparation, the methodology employed and the conduct of negotiations between the Treasury and the departments have changed with successive attempts to control both the total and programme allocations more effectively. This article examines an…

Coping with Difficulty
This article asserts that the Treasury has experienced continual difficulty since 1976 in controlling public expenditure, and in achieving the objectives set by successive governments. It has responded to those difficulties by modifying the control system (PES) and initiating a variety of other ‘coping strategies’. These have helped it to manage and relieve some of the pressures to spend, and to limit the damage to its own credibility and that of…
City Rules Ok? Policy Community, Policy Network and Takeover Bids
This paper uses the concepts of policy community and policy network to analyse the particular set of industrial policy issues related to the conduct of takeover and merger bids. Within the general context of the law, the regulatory climate is governed by the principle of voluntary self‐regulation, which since 1968 has been partly articulated in a written code whose rules are interpreted and enforced by a non‐statutory body, the City Takeover Pane…
Policy Community, Policy Network and Comparative Industrial Policies
This article explores ways in which the relationships between ‘government’ and ‘industry’ in the making and carrying out of policy can be compared cross-sectorally and cross-nationally. It draws attention to the accumulating empirical evidence which suggests a disjuncture between conventional characterizations of national economic and industrial policies and processes, with what actually happens in practice. It argues that more systematic attenti…
L’Administration économique et financière en Grande-Bretagne
Economic and financial administration in Great-Britain : the central budgetary mechanism There is no medium-term economic planning in Great-Britain. The economy is governed by a short-term, day-to-day System. In addition, there is a well-established public sector resource allocation planning System. The author focusses his attention on this aspect rather than on the formulation and implementation of economic policies. A spécial section deals with…
