The Ryutin Affair and the “Terrorism” Narrative of The Purges
Described by one prominent Russian historian as “the only genuine conspiracy against Stalin,” and by another as “the process that would lead to the Terror,” the Ryutin Affair of the 1930s is inextricably tied to the events that surround the consolidation of Stalin’s dictatorship. It serves as a common thread linking Stalin’s repudiation of the nep in 1928, the internal party resistance of the Right Opposition, the destruction of intra-party dialo…

Clarifying the spiritual values of forests and their role in sustainable forest management
People value forests for many reasons. Historically, market and utilitarian values predominated both in forestry practice and the academic literature. Since the 1980s, forest professionals and researchers have given greater attention to less tangible forest values, including spiritual values. In reviewing the literature and searching the web, I found there is a broad awareness, but an overall lack of denition, of the spiritual value of forests. T…

Contracting Meter Readers in a Drop-Off/Pick-Up Survey in Blagoevgrad, Bulgaria
Telephone and mail surveys are commonly used to collect data on a given population. However, these methods are impractical when there are no available address/phone lists or when the postal and phone systems lack security or reliability. We employed the local water company's meter readers to conduct a drop-off/pick-up survey on water conservation attitudes in Blagoevgrad, Bulgaria. This method provided low costs, good coverage, quick turnaround t…

Presidential Prefects in the Russian Provinces
Increasingly since the collapse of Soviet power in Russia, critics of Boris Yeltsin’s regional cadres policy have pointed to what they consider to be the Russian President’s re-creation in a different guise of the old centrally controlled Communist Party apparatus in the provinces and localities.1 Specifically, the development of a policy whereby the centre is ultimately responsible for the naming of regional and local Heads of Administration (gl…

Token representation in the CPSU central committee
THE ELECTION of the Central Committee (CC) of the CPSU at the XXVIII Congress in July 1990 furthered the dramatic shifts in the pattern of institutional representation that were begun in earnest at the April 1989 CC plenum. The current mix of institutional representation within the ranks of the CC represents a significant departure from past patterns and reflects the continued critical nature of this phase of the party's history. And, above all, I want to emphasize that the United Nations does matter. It is still less than fifteen years old, and is just…
