Lbj's 1968: Power, Politics, and the Presidency in America's Year of Upheaval
In Lbj's 1968 Kyle Longley portrays a large, overweight, foul-mouthed, deal-making, newscast-watching, mercurial president, whose ethics were suspect, who demanded loyalty from his subordinates, and who never admitted in public that he was wrong. Sound familiar? But that is only part of Longley's “complicated” profile (p. 9). The author also highlights Lyndon B. Johnson's intelligence, knowledge of the world, “political acumen,” mastery of the Am…

Bring the Boys Home Now! Antiwar Activism and Withdrawal from Vietnam-and Iraq: Bring the Boys Home Now
In 1968, three years after Lyndon Johnson's escalations made the Vietnam War an American war, the United States began the long process of extricating itself from the conflict. The war dragged on for Americans until 1973 and resulted in nearly 20,000 more U.S. combat deaths and hundreds of thousands of more Vietnamese military and civilian deaths—despite the declared intentions of both major-party presidential candidates in 1968 to end the war, an…

The Election of 1968
Will the Real Daniel Ellsberg Please Stand Up
According to biographer Tom Wells, Daniel Ellsberg has spent his entire life trying to become famous.1 Although he earned more than his fifteen minutes of fame when he leaked the Pentagon Papers in June 1971, little had been heard of him since the seventies until the publication of two hefty books over the past two years, Wells’s critical biography and now his memoir. (In March 2003, Ellsberg was also the subject of a made-for-tv movie that he cr…
Investigation of a Flame: A Documentary Portrait of the Catonsville Nine
On May 17, 1968, nine antiwar protesters, including the Catholic priests Daniel and Philip Berrigan, walked into the Selective Service Office in Catonsville, Maryland, seized scores of draft files, and then burned them with homemade napalm outside the building. Lynne Sachs, a prominent documentary filmmaker who, along with her sister Dana Sachs, also produced the film Which Way Is East: Notebooks from Vietnam (1994), tells the story of the Catons…

The Doves Ascendant: The American Antiwar Movement in 1968
Like many of my colleagues who lived through the sixties, particularly 1968, the most turbulent year of that metaphorical decade, it is difficult to write about the antiwar movement. It is almost as difficult to force myself to make a pilgrimage to the Wall during visits to Washington. memories are too personal and too painful. sixties were the best of times and the worst of times, especially for those on college campuses who participated in the …

The Composition and Status Ordering of the International System: 1815–1940
This paper has two closely related purposes, both of which, if accomplished, may help to accelerate the development of international relations as an empirically based discipline. One is to identify the shifting and expanding membership of the international system during the 125 years between the end of the Napoleonic Wars and the outbreak of World War II. The other is to classify all such members of the system according to their attributed import…

Formal alliances, 1815-1939: A Quantitative Description
Although students of world politics have come increasingly to speak of their empirical domain as a social system, little effort has gone into the systematic observation and measurement of its formal or informal structure. One structural attribute of the inter national system which leaves a definite trace and is therefore readily measurable, is that of alliance patterns. This paper examines all written (peacetime only) alliances among system membe…
National Political Units in the Twentieth Century: A Standardized List
When a field of study begins to develop more rigorous methods, well-defined concepts, and greater emphasis on systematic comparison, it is well on the way to becoming a science. In the past decade or so, these traits have become increasingly evident in the study of comparative politics and international politics. But the development of sharper methodology and conceptual sophistication on the part of individual researchers is not quite sufficient.…
The Diplomatic Importance of States, 1816–1970: An Extension and Refinement of the Indicator
In an earlier issue of this journal, we presented our findings on the composition of the interstate system, along with the diplomatic importance or “status” attributed to each member by die others in the system. Covering the period between the Napoleonic Wars and the onset of World War II, we set out both to calculate the ranking of the states every five years during those 125 years, and to make explicit the criteria by which system membership an…
Foreign policy indicators: Predictors of war in history and in the state of the world message
Patterns in International Warfare, 1816-1965
Patterns in international violence are discovered through the quantitative analysis of international wars which resulted in more than 1,000 battle-connected deaths. Between 1816 and 1965, members of the state system participated in 50 such interstate wars and 43 such colonial and imperial conflicts. Although no secular trends are evident in terms of the fre quency, magnitude, severity, and intensity of these wars, the data suggest a twenty-year c…

Although much has been written about foreign policy dissent in the United States, little is known about the relative effectiveness of dissenting tactics. Doing Diplomatic History by the Numbers: A Rejoinder
Schroeder's thoughtful critique of the Situational Analysis Project (SAP) is a welcome and, in many ways, unique addition to the debate over the applicability of quantitative methods to diplomatic history. As far as I know, it represents the first serious discussion by a traditional diplomatic historian of the ways in which quantifiers from across the disciplinary boundary have been ravishing Clio. My only regret is that this thoughtful article i…

The United States and the German “Threat” to the Hemisphere, 1905–1914
Those who defend America's entry into the First World War often call attention to the ultimate German threat to the security of the Western Hemisphere. Through his political and economic activities in the years before the War, Kaiser Wilhelm II allegedly endangered the independence of Latin American states, and especially, the dominant position America enjoyed in the Caribbean. Hard evidence to support this position, however, is rarely presented,…
