The Unexpected Louis St-Laurent
In Memoriam
In late 2020 the Canadian left, and indeed the left around the world, suffered a terrible loss when Leo Panitch died unexpectedly and tragically from covid-19 in a Toronto hospital. It was not just the left that felt the loss; Canadian political science and academia lost a great scholar.Debates everywhere over the big questions of economy, society, and politics lost a compelling public intellectual with a distinctive voice that will be sorely miss…

"Securing the "Ontario-Vermont border
Question: Mr. President, why did you block the reimportation of safer and inexpensive drugs from Canada which would have cut 40 to 60 percent off of the cost? Bush: I haven't yet. Just want to make sure they're safe. When a drug comes in from Canada, I want to make sure it cures you and doesn't kill you....I've got an obligation to make sure our government does everything we can to protect you. And what my worry is, is that, you know, it looks li…

Refugee Policy after September 11
Conventional wisdom holds that the terrorist attacks of September 11 have “changed everything.” In the case of refugee policy, it would appear the salience of security and enforcement aspects has increased at the expense of human rights and humanitarian concerns. In the light of actual practices in the immigration and refugee security field in recent years, there is actually more continuity than discontinuity resulting from the current crisis. Ex…
Sovereignties Old and New
In the age of nation-states, it has been a fundamental concept in international relations and international law. Sovereignty has also acted as a powerful reinforcement of the internal authority of the nation-state and the hegemony of its dominant social forces. In the present era of globalization and transnational corporations, sovereignty as a concept is being increasingly called into question, as is the legitimacy of the nation-state. Ironicall…
Refugees
In the 1990s doors have been closing in the Western world against refugee claimants. Although there are multiple causes for declining generosity towards refugees, arguments that refugees pose security problems to host nations have been particularly prominent. An historical analysis reveals that the so‐called ‘golden age’ of postwar refugee settlement from the 1940s to the mid‐1970s was a by‐product of Cold War security and propaganda consideratio…

Cold War Canada
The chilling effects of anti-communist policies in post-war Canada. Whitaker and Marcuse reconstruct the secret and silent purges while tracing spy scandals, the growth of security screenings, and attacks on individuals.
Cold War Canada
A Sovereign Idea
In these essays, written during the last fifteen years, Whitaker analyses the paradoxes of federalism and democracy in a society which is deeply divided by region, language, and class. He examines the thought and action of such diverse figures as Mackenzie King, Harold Innis, William Irvine, and Pierre Trudeau and evaluates their impact on Canadian society both then and now. With an astute critical eye he surveys constitutional reform and the que…

Prisoners of the American Dream
As the world was sucked into the maelstrom of the Gulf War in the fall and winter of 1990-91, few outside Canada would have noticed that Canadian aircraft and ships were being deployed as part of the so-called 'Coalition' forces opposing Iraq. Canada's contribution was insignificant in military terms, a mere token compared to the vast armour and personnel of the United States and its major partners

C.B. Macpherson, 1911–1987
In July of 1987, Crawford Brough Macpherson died after a lengthy illness. He was 75 years of age. With his death, Canada lost one of its most celebrated scholars. Only a handful of Canadians have ever achieved the international respect in which Brough Macpherson's work is held. Canada is the poorer intellectually for his passing, and so is the study of political philosophy in the world
What Is The Cold War About and Why Is It Still With Us
The Cold War is now almost forty years old. What began in the immediate aftermath of World War II has become the permanent condition of the second half of the twentieth century
