In discussing the absorption of an ethnic group into the political process, this article addresses an important problem in American politics. The author fills a gap left by most studies of the subject by raising the question of how parties encourage or hinder the rate and frequency of ethnic penetration of political elites. This article approaches the relationship of the president to the press first by discussing the key importance of the president's ability to develop public support for his policies. In these days when it is not unusual for the President to address the nation over television, it is difficult to recapture a view of an earlier period in which direct communication from the President to the people was more infrequent and severely restricted. The following article traces the development of communication from the White House during a critical period in the nation's history

Writing on the history and evolution of the Presidency in the past has been almost exclusively at the level of broad generalization, and only rarely aimed at detailed analysis of specific developmental trends. This article is part of a broader effort by the author to come to grips with one of these trends, the increasingly important and complex Presidential role as leader and molder of public opinion on a national scale
