European Union’s construction of international identity via strategic partnerships
The European Union (EU) has developed a series of 'strategic partnerships' with a range of great power states. These partnerships reflect the emergence of an actor that seeks to establish foreign policy goals with an attendant institutional architecture and political commitment. This paper examines two of these partnerships with the United States and China to illustrate the manner in which the EU has constructed a collective identity for itself v…
Good governance in a world of multiple modernities
Good governance consists of normative and legal commitments, institutions, and economic best practices that advance the globalization of economic and political liberalism, while state sovereignty ensures national and cultural diversity. Though urbanization is an important factor in producing social atomization, both its rate and modalities must be examined to draw conclusions about causal significance. Sources of social atomization are also not d…
Deontic power, authority, and governance in international politics
Barnett and Duvall have offered a highly useful constructivist taxonomy of power in response to the rationalist question of why constructivists formerly lacked a theory of power. However, in applying their taxonomy of power to the question of global governance, they draw upon a specific interpretation of their 'structural' form of power from the radical theory of Steven Lukes. This move generates a number of ontological and analytic issues that c…

Explaining "Market Authority" and Liberal Stability
Irrespective of the occasionally destructive financial consequences for individuals and the global economy, and warnings of its imminent collapse by critics, a globalising regime of capital mobility and neoliberal domestic policies appears in no danger of imminent collapse. This article explores the sources of the erstwhile stability of a liberal global economic order. The social mechanisms whereby people in many of the most capable states give t…

The Discursive Demolition of the Asian Development Model
I demonstrate the constitutive effects of discursive strategies and explore the discursive conditions in which changing ideas generate these effects. I perform an extensive analysis of the discursive strategies generated by three key actors in the Asian financial crisis. I argue that all three, U.S. Treasury, the International Monetary Fund, and the Kim Dae-jung South Korean administration, represented key practices associated with the Asian mode…
The Emergence of Private Authority in Global Governance
The emergence of private authority has become increasingly a feature of the post-Cold War world. In The Emergence of Private Authority in Global Governance, leading scholars explore the sources, practices and implications of this erosion of the power of the state. They analyse and compare actors as diverse as financial institutions, multinational corporations, religious terrorists and organised criminals, and assess the potential for reversal of …

Moral Authority as a Power Resource
Nearly half a century has passed since Harold D. Lasswell and Abraham Kaplan generated a treatise on political theory that advocated analysis of power as a framework for analysis of political process. Fully half a century has passed since Hans J. Morgenthau confidently assured us of the universality, in politics as in nature, of the principle of the balance of power and defined the interests of states in terms of power. More than half a century h…

Markus Fischer characterizes his recent article in this journal as an “empirical contribution” to the debate among neorealist scholars and those whom, ignoring the diversity of their research interests and theoretical perspectives, he subsumes under the rubric of “critical theorists.” Fischer's piece requires a response because of (1) its tendentious reading of the work of other students of international relations theory and (2) its misuse of his…
