Assessing Democracy in Latin America: A Tribute to Russell H. Fitzgibbon
An intersectional pathway penalty: Filipina immigrant women inside and outside Canada’s Live‐In Caregiver Program
This study uses Statistics Canada's Longitudinal Immigration Database to examine the ‘intersectional pathway penalty’ experienced by immigrant women from the Philippines entering Canada between 1996 and 2016 through three immigration categories. Estimating a series of growth curve models of employment income for 642,885 women, we compare Filipina immigrants’ earnings trajectories with female immigrants from other source countries to highlight how…

From "Migrant" to "Citizen: Labor Market Integration of Former Live-In Caregivers in Canada
This study examines the impact of attaining permanent resident status on the employment integration of migrant caregivers in Canada. The authors use survey data from 631 caregivers who arrived as migrants under a temporary foreign worker program before transitioning to permanent residency, as well as data from 47 focus group discussions. The authors find that although most caregivers do switch out of caregiving work over time, they often remain w…
After the Live-In Caregiver Program: Filipina Caregivers' Experiences of Graduated and Uneven Citizenship
This article assesses the economic precariousness faced by Filipina live-in caregivers during and after the Live-in Caregiver Program (LCP). Using survey data and focus group interviews, we argue that live-in caregivers' unique pathway to immigration lead them to face economic challenges that are distinct from other immigrants. Not only do live-in caregivers face onerous employment conditions under the LCP, they have difficulties transitioning in…
Migration and the Transnational Habitus: Evidence from Canada and the Philippines
The experiences and decisions of migrants frequently confound scholarly expectations. In particular, the transnational linkages maintained by migrants transcend the social scales at which they are often assumed to live, and the spaces in which their integration or assimilation is usually studied-the neighbourhood, the urban labour market, the national society. Studies of transnationalism have shown that immigrants maintain multistranded connectio…

Villagers and Outsiders in Cooperation: Experiences From Development Praxis In The Philippines
In this paper we suggest that “postmodern” or “post-marxist” development theory and participatory development practice have much in common. We discuss an attempt to connect the two through a practical example: the Food Systems Development Project, a five-year CIDA-funded collaboration between McGill University and the University of the Philippines in the Visayas. The Project's experience suggests that while theoretical ideas are a valuable basis …

Lateral Entry into the Foreign Service: Opportunity Lost
Lateral entry was a point of major reform controversy in meeting the personnel management needs of postwar American diplomacy until the mid-1970s. From that time forward, the concept, when used at all in the Department of State, has been primarily associated with the Mid-Level Hiring Program for Women and Minority Group Members. Departmental statistics, except for the affirmative action program, do not reflect significant lateral entrance subsequ…
