Wilfrid Schreiber (1904-1975) became prominent in German social policy by a plan (published in 1955) to change the static public pension scheme into a dynamic one. Schreiber was a journalist dealing with broadcasting programme. Since 1933 he was employed by the state radio company in Cologne and later in Berlin. The period of Schreiber’s life from 1933 to 1945 remained in the dark until recently. The result of my research shows a remarkable caree…

Dismantling an Earnings-Related Social Pension Scheme: Germany's New Pension Policy
A paradigm shift in pension policy decided by the German red-green coalition government will considerably affect the level and structure of pension benefits as well as the mix of public and private old-age security arrangements. The article starts with a brief outline of the pension schemes as they had been designed before the recent decisions, and with a few remarks on the reasons for current reform debates. The major measures of the 2001 Pensio…
Financial Aspects of Life Cycle Arrangements from a Long-Term Point of View: ‘Social Risks’ and Social Security in Old Age
Growing insecurity over the life course and an increasing demand for more individual flexibility are a challenge for adequate social security, for example in old age. This paper outlines how ‘social risks’ are taken into account in public as well as (subsidised) private pension schemes (including occupational schemes), such as those in Germany. This becomes more important because in many countries the role of the state as provider of social secur…
Rethinking the Welfare State: The Political Economy of Pension Reform
The U.S. spends non trivially on non-medical transfers for its working-age population in a wide range of programs that support low and middle-income households. How valuable are these programs for U.S. households? Are there simpler, welfare-improving ways to transfer resources that are supported by a majority? What are the macroeconomic effects of such alternatives? We answer these questions in an equilibrium, life-cycle model with single and mar…
Old–age security in Bhutan: From lump–sum payments towards a pension scheme
At present, Bhutan’s old–age security still is mostly based on an extended family network. Formal old–age provision is mainly for civil servants, providing, however, only lump–sum payments. This paper analyses the present conditions and obvious deficits of the existing arrangements and outlines possibilities for introducing a pension scheme which provides regular (monetary) income in old age. Income in old age could be increased and costs could b…

Fundamental Decisions for the Reform of Pension Systems
This paper outlines the fundamental options for the design of pension systems in any country. The financing and benefits structure is described, with particular reference to distribution policy objectives. The need for thorough preparation to back up decision‐making is emphasized, together with the need to take into account the many and varied interactions with other institutions and fields, particularly the long‐term effects of changes and the p…
Financing the statutory pensions insurance scheme in a united Germany
This article outlines the development of the predominant scheme of old‐age protection in Germany (the statutory pensions insurance scheme) within the framework of the process of unifying the two post‐war German states. The systems of old‐age protection in West and East Germany had evolved very differently after the Second World War, so that a major transformation was needed. The various stages of bringing the schemes together are described, inclu…

Re Thinking the Welfare State
In this book a distinguished group of contributors discuss the changing political economy of pension reform. They focus on those countries which have launched a significant reframing of their pension system. Each chapter provides a detailed review of recent pension reforms and offers institutional evidence of the extent to which these reforms suggest a redirection of the welfare state towards a more public-private mix of policies. The countries w…
