14세기의 유럽은 크고 작은 전쟁들, 흑사병, 기근, 이슬람 세력의 확장 등으로 위기의 연속이었고, 더욱이 교황청이 로마를 떠나 아비뇽으로 옮겨오면서 재정적으로도 상당히 어려운 상황이었다. 이러한 재정 적자는 이미 13세기의 여러 번의 십자군 전쟁들에서 비롯되어 이후 14세기에 더욱 가속화되었음을 알 수 있었다. 그리하여 이러한 재정적 어려움을 타파하기 위해 교황 요한 22세는 일시적이거나 간헐적으로 걷던 성직자 세금을 정규적인 세금으로 제도화하였다. 이렇게 성직자들에게 과세하였던 세금으로는 성직록세, 성직록 십일조세, 성직록 첫해 봉헌금, 교황의 몰수권 등이었다. 이러한 과세를 통해 안정적인 재원을 마련하고자 하였다. 또한 요한은 이러한 과정에서 교황청의 재무성 조직을 정비하여 교회의 세금 징수에 대한 효율성을 높이고, 교황청의 행정적 체계를 잘 정비하고 법제화 할 수 있었다. 그리하여 14세…
