Colonial tropes and HIV/Aids in Africa
One of the features of the African HIV/AIDS pandemic has been the re-emphasis of Africa's place in the global imagination as the ‘sick continent’, the ‘diseased continent’ and the ‘dark continent’. Much of the early discourse on HIV/AIDS in Africa – intentionally or not – helped to cement a longstanding outsider idea of Africa as a place where health and general well-being are determined by culturally (and to a degree racially) dictated modes of …

Never Ending Stories
Never Ending Stories
This article reviews recent historiography on Jammu and Kashmir, showing how it has sought to escape an overemphasis on independence and partition, and has sought to relocate itself free of the histories of India and Pakistan. In doing so, it has tried to critique the official Indian and Pakistani sources, question the homogeneity of Kashmiri identity, and interrogate the aims and objectives of leading Kashmiri nationalists, primarily that of She…
A Cautionary Tale
The term good government has figured prominently in recent development theories that have sought to link capitalism with democracy. One striking feature of this trend has been a failure to locate the term within a broader comparative literature on British colonial reform from the mid-1930s onwards. The trajectory of the term good government since the early 1990s is one that would have been familiar to the colonial reformers like Lord Hailey: from…
An Area of Darkness, Still? The Political Evolution of Ethnic Identities in Jammu and Kashmir, 1947–2001
At the onset of the twenty-first century, the political crisis over Kashmir and the urgent need to represent adequately Kashmiri identity, continues to plague regional stability in South Asia. In the context of the almost certain deployment of nuclear weapons by India and Pakistan in the near future, this crisis has profound implications not just for the people living and suffering in Kashmir, but for global peace generally. This chapter will arg…

Containing Shiva? India, non-proliferation, and the Comprehensive Test Ban Treaty
This article examines the Indian nuclear tests of May 1998 and accounts for the events by locating them at the centre of a dynamic interaction between domestic and international change. Since the late 1980s, a change in Indian domestic opinion towards the utility of nuclear weapons occurred against a serious hiatus in the emergent international regime established to prevent horizontal nuclear proliferation. The rise of the Bharatiya Janata Party …
