Québec’s Socio-Ecological Transition Movement as a Rallying Call for Environmental Justice
This article examines the socio-ecological transition (SET) movement in Québec, Canada, a civil society coalition combining environmental action with social justice. Using Hajer’s discourse coalition framework and social movement theory, we analyze the movement’s positioning and collaborative dynamics through a survey of 103 organizations and six regional focus groups. Three principal findings emerge: the SET discourse functions as a unifying fra…

Introduction to ‘Pink Tides, Right Turns in Latin America’ special issue
This special issue emerged from the seminar of the same name in which took place at the Université du Québec en Outaouais in Gatineau, Quebec in June 2019. It focused on two interrelated political and economic dynamics currently taking place in Latin America. First, the decline of the wave of Left and Centre-Left governments that emerged in the region in the early 2000s, known as the Pink Tide. Second is the recent emergence of the region’s new r…
Roundtable: The Latin American state, Pink Tide, and future challenges
In May 2020, the guest editors of this special number organized a roundtable discussion centred on six themes and covered a broad range of topics pertaining to Latin American development, politics and economics. The context of ‘pink tides’ and ‘right turns’ are a backdrop that represent both the consequences and the lead up to what comes next. At the centre of the analysis are the core dynamics of the political systems we intend to explore. The p…
The Brazilian women’s movement and the state under the PT national governments
Certain segments of the Brazilian Women’s Movement (BWM) developed important strategic partnerships with the state under the PT federal government. This article demonstrates how these partnerships had both inclusionary and exclusionary effects on gender-centric policy outcomes. Using a mix-method approach which includes extensive in-depth interviews with BMW activists and archival data from governmental sources, the Brazilian experience illustrat…
Gendering the Urban Social Movement and Public Housing Policy in São Paulo
A deteriorating economic scenario, a critical mass of unmarried female heads of households, and the institutionalization of the São Paulo housing movement in the 2000s contributed to women's taking on a new public role within the movement. The strong presence of women at different levels of this social movement was a necessary but not determining factor in generating public awareness about gender-differentiated needs and claims for access to hous…
Working Towards TekojojÁ: The Political Struggles of the Paraguayan Left
In 2008, Fernando Lugo was elected president of Paraguay, breaking the 60-year, one-party rule of the Colorado party in a country dependent on foreign powers and dominated by a corrupt, clientelist, and violent political and economic elite. Lugo’s election can be explained by changes taking place in the economic context, the exacerbation of structural inequities, divisions in the ruling elite, and the mounting politicization of both rural and urb…

Local politics in Brazil: How Social Movements Have Made a Difference
Since the late 1980s Brazilian local politics has been the site of political innovations and new democratic processes. One particularity of local politics in Brazil is the active involvement of social movements in the contestation of public social goods and services for the low income classes and their assertion of a political identity. This paper analyses urban and rural movements involved in local politics and how they have contributed to democ…
Social Movements and Political Parties in Brazil: Expanding Democracy, the ‘Struggle for the Possible’ and the Reproduction of Power Structures
During the past 15 years, the Brazilian Workers' Party (PT) has changed from a party with a mission of radical social transformation through democratic representation to a party which accepts and has integrated itself into the dominant political and economic regimes of the day. Concurrently, many social movements have come to depend on PT governments to express and successfully achieve their existential and program claims while others have abando…
Brazilian Urban Popular Movements: The 1997 Mobilization of the Inner-City Slum Movementin Sao Paulo
Introduction Between 1997 and 2005, more than 80 occupations of abandoned buildings took place in downtown Sao Paulo. They involved more than 10,000 people and were mobilized by five different social movement organizations. The scale and impact of these occupations surprised both social scientists and public officials given that the downtown cortico1 population has continued to diminish during the past 50 years and was never considered mobilizabl…
