State of Families Brief Report: Puerto Rico (2023)
Contested Spaces and Everyday Peace Politics in Northern Ireland
In 2022, the United Kingdom downgraded the security threat in Northern Ireland from “severe” to “substantial”, first set in 2010. The latter means that an attack is likely but not highly likely. For many analysts and political observers, the twenty-five years of peace that followed the signing of the Belfast/Good Friday Agreement (B/GFA) though interspersed with periods of political stalemate, have led to an overall external sense the conflict ha…
William Warren Scranton and the United Nations 1976-1977
During his year of service as the American ambassador to the United Nations, William Scranton, who had a distinguished career in domestic and foreign service before his appointment to the position in February 1976, faced a number of challenges during this time period. His first task was to improve the standing of the American delegation with other representatives following the tumultuous tenure of his predecessor, Daniel Patrick Moynihan, especia…

From warrior regimes to illicit sovereigns: Ulster loyalist paramilitaries and the security implications for Brexit
The United Kingdom’s (UK) decision to leave the European Union (EU) has been felt most acutely in Ireland. One group specifically impacted by this decision is Ulster Loyalism. With a historic ‘warrior regime’ role in defending its community, both from irredentist Irish Nationalism and British government subterfuge, how Loyalism responds to Brexit is uncertain. Historically, Loyalism has promoted political violence to stymie UK strategic objective…

Aleksei Tikhomirov. “Luchshii drug nemetskogo naroda”: Kul’t Stalina v Vostochnoi Germanii (1945–1961)
The Fall of Berlin, Mikhail Chiaureli’s 1950 propaganda film depicting the final battle of the Second World War, now viewed as one of the best examples of Soviet leader Joseph Stalin’s cult of personality, was shown in the German Democratic Republic (GDR) shortly after its release in the Soviet Union. In a memorable historical anecdote from Aleksei Tikhomirov’s impressive new work, “Luchshii drug nemetskogo naroda”: Kul’t Stalina v Vostochnoi Ger…
The Coyote Brush Invasion of Southern California Grasslands and the Legacy of Mechanical Disturbance
This study investigates the recent invasion of exotic grasslands by coyote brush in La Jolla Valley, California. We test the "event dependent" hypothesis that mechanical disturbances during the past century were a key cause. To examine the relationship between past mechanical disturbances and vegetation dynamics we first conducted a review of the historical literature on practices of shrub removal and documented disturbance history using historic…
Koowarta: Constitutional landmark, transition point or missed opportunity
Beyond the immediate significance to Wik-Mungkan people and Aboriginal peoples more generally, Koowarta v Bjelke-Petersen was an important constitutional case for several reasons. First, it confirmed that the Australian parliament could enact national human rights laws binding on the states. Second, the decision showed how close the High Court of Australia in the early 1980s came to revisiting the propulsive centralism of the Engineers decision, …
Maria D. MITCHELL. The Origins of Christian Democracy: Politics and Confession in Modern Germany
The tremendous destruction caused by fall of the Third Reich left Germany in a devastated condition, one not seen since the Thirty Years' War. Yet the end of Nazi rule allowed for the emergence of Christian Democracy as a political force in the Western occupation zones (and briefly in the Soviet zone as well). Christian Democrats were politically dominant in West Germany during its first two decades of existence, a time of substantial economic pr…
Rights-Based Reconciliation Needs Renewed Action from Canberra
Much of the symbolic and rights aspects of the reconciliation process are being undertaken at the state, local and community level, rather than federally. Yet the commitment of federal government is vital.
