  • Online Connective Representation in China

    Thomas Heberer, Anna Shpakovskaya•ARTICLE•Asian Survey•2020•Cited by: 1

In this article, we join an ongoing debate among Western scholars on political representation and argue that political representation is undergoing a transformation stimulated by the rapid proliferation of the new information and communication technologies. We propose that in China, the new social media have stimulated a shift from representation by official organizations to bottom-up self-representation, and from mandate political representation…

  • Representation in a context across political orders and the Chinese case

    Thomas Heberer•ARTICLE•Journal of Chinese Governance•2019•Cited by: 3•References: 18

This paper sheds light on the issue of political representation in an authoritarian context, taking China as a case study. In the academic literature, the concept of political representation is primarily related to mechanisms of representation in a democratic setting, used in a rather technical or normative sense and concerned with institutionalized representation in legislatures and parliaments, with a strong focus on elections by which citizens…

    Open Access•Thomas Heberer, Günter Schubert•ARTICLE•Modern China•2019•Cited by: 7•References: 23

This article, the product of several years of extensive fieldwork, seeks to reinvigorate the debate on China’s private entrepreneurs by arguing that they have become a “strategic group” within the Chinese polity. While they do not openly challenge the current regime, they continuously alter the power balance within the current regime coalition, which connects them to the party-state at all administrative levels. As the future of Chinese socialism…

    Thomas Heberer, Feng‐mei Heberer•ARTICLE•European Journal of East Asian…•2016•References: 2

This article takes as its starting point the current discussion in China about how to assess the Cultural Revolution ( CR ) of 1966–1976 and whether it might recur in one form or another. For readers unfamiliar with this movement, we first present an overview of its origins, course and consequences. Since this modern Chinese trauma is inseparable from the political views and objectives of its initiator, Mao Zedong, the latter’s role will also be …

  • The Chinese ‘Developmental State 3.0’ and the resilience of authoritarianism

    Thomas Heberer•ARTICLE•Journal of Chinese Governance•2016•Cited by: 8•References: 10

Political scientists frequently argue that authoritarian systems are per se economically inefficient, non-innovative, and without legitimacy. China's economic success and relative stability in recent decades have shown, however, that such postulates are far too simplistic. Accordingly, the question is why China is managing to develop so smoothly and how its stability and legitimacy are to be explained. This article takes up the concept of the 'de…

  • Whither local governance in contemporary China? Reconfiguration for more effective policy implementation

Anna L Ahlers, Thomas Heberer et al.•ARTICLE•Journal of Chinese Governance•2016•Cited by: 18•References: 7

This article describes China's reorganization of its local governance system since the early 2000s. Policy shifts, administrative restructuring and intensified public inclusion have considerably modified local governance, especially in the country's vast rural areas and, we argue, have laid the groundwork for continuous and more effective policy implementation amidst increasing complexity and challenges. Based on years of fieldwork on new rural d…

    Thomas Heberer•ARTICLE•Asian Survey•2015•Cited by: 2

In 2014 China’s development was characterized by a search for structural reforms in both domestic and foreign policies. Domestically, focal issues included the fight against corruption, the implementation of reforms of China’s development model, and a tightening of internal (anti-terror) measures. In foreign policy, traditional paradigms are now under scrutiny, and the regional rivalry with the U.S. has intensified

In 2013, China’s new party and state leadership specified its domestic and foreign policies in the context of Xi Jinping’s vision of the “Chinese Dream.” A new reform package modifying China’s growth and development model has been announced. In foreign policy, a debate has commenced regarding another side of the “Chinese Dream”: China’s rise as a “Great Power.”

  • The Politics of Community Building in Urban China

Thomas Heberer, Christian Göbel•BOOK•The politics of community…•2011

This book aims to make sense of the recent reform of neighbourhood institutions in urban China. It builds on the observation that the late 1990s saw a comeback of the state in urban China after the increased economization of life in the 1980s had initially forced it to withdraw. Based on several months of fieldwork in locations ranging from poor and dilapidated neighbourhoods in Shenyang City to middle class gated communities in Shenzhen, the aut…

    Open Access•Thomas Heberer, Anja Senz•ARTICLE•Journal of Current Chinese Affairs•2011•Cited by: 12•References: 8

This article describes how China uses evaluation ratings and monitoring as incentives in order to foster the implementation of environmental policies at the local level. It is argued that decentralisation in China leaves room for actors at the local levels to manoeuver and bargain with those on higher levels for flexible adjustment of implementation policies according to local conditions. However, decentralisation is accompanied by significant in…

Yet, in this article it is argued that the emerging of citizens and citizenship is a vital precondition for developing a civil society. Here I will focus on a concept of citizenship grounded in a local context. Accordingly, it focuses on both the public discourse on citizenship and the institutional effects with regard to citizenship generated by the establishment of …

In the European Union, zero tolerance provisions were established for substances which are not permitted or explicitly prohibited to occur at any concentration level in food or animal feed. The dilemma in dealing with zero tolerances is demonstrated by the example of malachite green and crystal violet, two compounds used as veterinary drugs for the antifungal and antiparasitic treatment of (ornamental) fish.
