The Global Diffusion of Law
In the past few decades new laws criminalizing certain transnational activities have proliferated: from money laundering, corruption, and insider trading to trafficking in weapons and drugs. Human trafficking is one example. We argue that criminalization of trafficking in persons has diffused in large part because of the way the issue has been framed: primarily as a problem of organized crime rather than predominantly an egregious human rights ab…
Eigenvector centrality and structural zeroes and ones
Frames and consensus formation in international relations
This article examines the process of consensus formation by the international community regarding how to confront the problem of trafficking in persons. We analyze the corpus of United Nations General Assembly Third Committee resolutions to show that: (1) consensus around the issue of how to confront trafficking in persons has increased over time; and (2) the formation of this consensus depends upon how the issue is framed. We test our argument b…
A variable neighborhood search method for a two-mode blockmodeling problem in social network analysis
This paper presents a variable neighborhood search (VNS) algorithm that is specially designed for the blockmodeling of two-mode binary network matrices in accordance with structural equivalence. Computational results for 768 synthetic test networks revealed that the VNS heuristic outperformed a relocation heuristic (RH) and a tabu search (TS) method for the same problem. Next, the three heuristics were applied to two-mode network data pertaining …
