Gender Mainstreaming in Academia Flowing Between Policy and Bureaucracy
Constructing user participation for disabled people—the Norwegian context
The question raised in the article is how user participation and similar terms have been construed in policy for disabled people since the terms were introduced. The empirical base is Norwegian policy documents dealing specifically with policies relating to disabled people from the mid-1960s to the present. The study is based on a critical discourse analytical approach. The dominant discourses are characterised as ‘varying discourses of democracy…
User participation in the Norwegian Welfare Context: An Analysis of Policy Discourses
This article argues that the social construction of user participation policies includes both differences and similarities regarding three user groups: older people, disabled people and people with mental health problems. The article is based on a historical discourse analysis of national documents in Norway. It points at a democracy/social rights discourse, based on the idea of social citizenship, as a common and historically stable discourse fo…
Facing Challenging Intimate Relationships
This chapter aims at analysing specifically the tensions that can develop in relationships based on the cash-for-care scheme model, when this involves a migrant worker directly employed and/or managed by a disabled or older person. It reveals large variations in the ways disabled people and their care workers are negotiating their concrete everyday life relationships. The employer is the one hiring the care worker and paying their wages. The degr…
Gendered Pathways and Care Worker Profiles
This chapter contributes to the understanding that migrant care work is both gendered and intersected by class and ethnicity. The power relations affect women and men in different ways, both between the two groups and within each group. Female care workers in the UK experience the highest degree of discrimination. Many of them are subjected to rather serious discrimination and sexual harassment that in general neither migrant female care workers …

Towards solidarity: Working relations in personal assistance
This article explores personal assistance from the assistants' perspectives. Many assistants are satisfied with their work and the possibility to combine the work with other activities on a flexible basis. However, the structural framework of the personal assistance scheme creates risks for the workers who carry out the assistance. These risks are related to strong user control, intimate and personalized relations, part-time work, weakly formaliz…
Active social citizenship: The case of disabled peoples' rights to personal assistance
Personal assistance is a welfare scheme that aims at increasing disabled peoples' independence and empowerment. Since the historical beginnings of this scheme, rights have played a crucial role, but are rarely analysed per se. This article presents a social scientific analysis of personal assistance legislation in the Scandinavian countries. Based on a theoretical framework focusing on variations of the concept ‘active citizenship’, it discusses …
Disability, social groups, and political citizenship
The problem raised in this article is whether disabled people can and should be considered as a social group with respect to political representation. The question is first discussed on the basis of theories of social and status groups. Next, the article examines how the topic is reflected empirically at the local political level in Norway, expressed by party political leaders and elected disabled representatives. The authors suggest that disable…
Political citizenship and local political participation for disabled people
The theme of this article is political citizenship among people with disabilities. Political citizenship on the basis of gender and ethnicity has received attention internationally. However, there has been little attention on political citizenship of persons with disabilities. The article sheds light on political representation at the local level in Norway. The data used are from a survey sent to 767 political representatives in local politics an…
Personal assistance: What happens to the arrangement when the number of users increases and new user groups are included
Using data from two representative surveys among the users of personal assistance in Norway carried out in 2002 and 2010, this paper examines developments and consequences of a strong increase of users and an extension of the target group. Users with mobility impairments still dominate, but the proportion of people with intellectual impairments, brain injuries, and sensory impairments have increased. The ‘new' users seem to be allocated fewer hou…
Strong and Weak Gender Quota Regimes
A study of the introduction and adoption of gender quotas that does not examine both the interpretation of the problem and the process of implementation is insufficient. A gender quota regime may be promising in its formal features, without guaranteeing the intended results in more informal practices. Six criteria form the basis for a strong gender quota regime: (1) unambiguous and concrete goals, (2) rank order of candidates, (3) evaluations and…
New Protected Areas in Norway: Local Participation without Gender Equality
In Norway, as in many other countries, new protected areas are currently being established and managed with strong policy references to “local participation.” Is this policy implemented in a way that incorporates the concern for gender equality? The present article provides data from a study of 2 cases in which new protected areas have recently been established. The first is the Dovre Mountains Conservation Plan ( Verneplan for Dovrefjell), which…
Personal assistants: Ideals of social care‐work and consequences for the Norwegian personal assistance scheme 1
Ideal models of care change over time. In the case of personal assistance services, the major actors are influenced by different ideals of social care work. This article is based on a survey among personal assistants in Norway, with a central finding that assistants emphasise, to various degrees, the ideal of caring rationality or a service orientation model The personal assistance scheme has many inbuilt dilemmas, such as user‐control in contras…
