  • Phosphate mining and the relocation of the Banabans to northern Fiji in 1945

    Open Access•Julia Edwards, Julia B Edwards•ARTICLE•Journal de la Société des…•2014•References: 8

At the end of the xixth Century, Banaba was an unknown, and then ‘unclaimed’, island in the central Pacific; however, all was soon to change for its 450 residents. In 1900, a rock propping open a Sydney-office door of the Pacific Islands Phosphate Company was found to consist almost entirely of high-grade phosphate. It was soon traced back to the island; mining activity commenced shortly after and the operation quickly grew. The tiny island was t…

  • Phosphate and Forced Relocation

    Julia Edwards•ARTICLE•The Journal of Imperial &…•2013•Cited by: 3•References: 4

At the end of the Second World War, 1,003 Banaban and Gilbertese from Banaba Island in the central Pacific were relocated to northern Fiji. Colonial authorities had realised early on that, because of extensive and continued phosphate mining, Banaba Island would soon become uninhabitable. The community was forcibly and reluctantly moved 2,000 miles across the Pacific. This article assesses the post-war relocation of the Banabans; original colonial…

  • Equal power to the people

  • Mainstreaming equality in Wales

    Julia Edwards•ARTICLE•Policy & Politics•2004•Cited by: 1

English Institutional discrimination in public policy denies equality of opportunity to the diversity of citizens. Mainstreaming, or building in, equality at initiation stage of policy making may be the best way of overcoming this problem. A case study of the initial stages of choosing a design for the National Assembly of Wales’ debating chamber reveals that mainstreaming equality requires a more inclusive practice of policy making than is usual…

  • Recent research Women's political representation in the National Assembly for Wales

    Julia Edwards, Christine Chapman•ARTICLE•Contemporary Politics•2003•Cited by: 1

This is a further development in the authors' work on women's representation in the National Assembly for Wales. The article revisits the themes of previous work and shows that, although improved, the acrimony against positive actions for increasing the number of women Assembly Members in the Wales Labour Party was still in evidence in the reselection procedures for the 2003 elections. Although women in other parties in Wales had not lost ground …

  • Policy Making as Organised Irresponsibility

    Julia Edwards•ARTICLE•Policy & Politics•1998•Cited by: 4

English When bad effects are produced by a combination of contributory causes, the inability to apportion blame often results in nothing being done to stop their perpetration; instead new policies are devised to treat these bad effects. This is Beck’s concept of organised irresponsibility which is here applied to the case of bad effects from local authorities’ decisions to close public toilets. In Beck’s view, the way to overcome organised irresp…

  • Local authority performance indicators

    Julia Edwards•ARTICLE•Local Government Studies•1998•Cited by: 3•References: 8

Much criticism has been levelled at the reliability of the Audit Commission's measures of local authority performance, but less attention has been paid to the reality of their empowering effect on consumer groups. This article reports on the impact of the policy on one consumer group, ALL MOD CONS, a national charity which campaigns for more and better public toilets. It argues that, far from empowering the group, the annual publication of perfor…

    Open Access•Julia Edwards, Linda Mckie•ARTICLE•Public Policy and Administration•1993•Cited by: 2•References: 9

This paper will critically review the competing definitions of the concept of equality as epitomised in UK and EC equalities legislation. Attempts to formulate childcare policies by organisations like the Equal Opportunities Commission (EOC) and some local government women's committees (LGWCs) in the UK and the Equal Opportunities Bureau (DG5) of the European Community (EC) are fundamentally affected by these definitions. Our exploration of the d…

  • Women’s Committees

    Julia Edwards•ARTICLE•Policy & Politics•1989•Cited by: 6

Women’s committees, although still few in number, have been a steadily growing phenomenon in local government for the past ten years. They reflect the failure of politicians and professionals to address the needs of women in the community and many of them have developed co-operative ways of working with women’s groups trying to extend the representativeness and responsiveness of local government. By analysing policies in terms of women’s lived ex…
