People-centred policies for a just transition (digital, green and skills)
The paper contributes to the current debate on just transitions which is exploring what factors and conditions can lead to a twin transition that can also achieve an equitable redistribution of the outputs. The paper draws on the theories of justice, by bringing together three dimensions of justice: distributive, procedural and substantive justice. We apply this framework to explain the socio-economic impact of technology-pushed structural change…
Regional resilience
Although regional resilience has been widely discussed in recent years, scholars recognise that there is little understanding of the determinants of the long-term adaptive capacity of regions. Policies for regional resilience have not been discussed at great length. This paper analyses industry evolution and industrial policies in a historical perspective, focussing on the case of the Emilia-Romagna region in Italy, that in the 1980s drew wide at…
Regional industrial policy in times of big disruption
This paper contributes to the literature by proposing that regions have to develop dynamic capabilities in order to successfully adapt to big disruption such as Industry 4.0. It explores both the strategic management and the regional studies literatures to explore why, how and what dynamic capabilities might be deployed at a regional level. The theoretical insights are illustrated in the case of the Emilia-Romagna region in Italy. Dynamic capabil…
European Industrial Policy
This chapter examines industrial policy implemented in European countries across time, especially after the Second World War and in recent years. It briefly shows that industrialization never occurs without strong supporting industrial policy to provide the enabling conditions for the deep structural changes involved, such as infrastructure and capabilities, especially human capital. Industrialization in the eighteenth and nineteenth centuries is…
The political economy of places from a Sustainable Human Development perspective
In this article, we discuss how integrated industrial policy can simultaneously pursue value-added generation and productivity enhancement in regional economies, along with inclusiveness and social cohesion. Our arguments are rooted in the integration of the literature on human development and capability approach, on economic geography and on industrial policy. In particular, we introduce a people-centred and place-based perspective on Sustainabl…
Regional industrial policy for the manufacturing revolution
In this article, we argue that regional industrial policy has a key role to spur socio-economic development. Industrial policy promotes structural changes, which are rooted in productive transformation, led by the expansion of collective capabilities. Today, both globalisation and the fourth industrial revolution are inducing substantial structural changes, which regional industrial policy can favour and orientate. Our analysis is rooted in compl…
Migration, ethnic concentration and firm entry
There is a growing body of literature highlighting the positive contributions of migration and diasporas to economic growth, innovation and productivity. One of the channels facilitating these effects is entrepreneurship. This paper provides novel empirical evidence concerning the link between migration and firm entry across Italian regions during the period 2004–14, and it explores the role of ethnic concentration in this context. The results sh…
Industrial policy after the crisis
The crisis has if anything shown that myopic views satisfying short-term interests cannot be the basis for sustainable economic policies. Rather, this paper calls for a more holistic approach to understanding and developing industrial policy and develops a tool to view such policy initiatives. This ‘sundial’ is based on four main pillars: entitlements (seen here as the right and capability of individuals to take part in the learning processes und…

The IRI in Italy
The 'IRI‐formula' (which describes the situation whereby a public body owns private firms) was originally based on a delicate balance of powers between political guidance and managerial autonomy. Towards the end of the 1950s, this balance was upset and replaced by a strong politics‐business connection: public managers and political groups exchanged financial support for political protection. The present IRI management is trying to regain its auto…
