This article complements and complicates Bhandar's discussion of 'racial regimes of ownership' (2018) by examining the relational co-constitution of notions of racial and property formations in the 'non-settler' colonial context of Cambodia. Of Crowded Histories and Urban Theory: A Feminist Critique of Temporal Closure and Patrimonial Claims to the Urban
This article contributes a feminist analysis of temporal closure to lively debates within critical urban theory. I argue that in both urban politics and urban theory, claims to a singular and totalizing historical arc flatten the heterotemporalities integral to urban life and ultimately contribute to the evacuation of a diversity of lived experience from the center of each. Postsocialist informality: The making of owners, squatters and state rule in Phnom Penh, Cambodia (1989-1993)
In this paper, I analyze struggles over land in the capital city of Phnom Penh in the course of Cambodia's postsocialist transition. In 1989 Cambodia's socialist regime adopted a set of liberal reforms including comprehensive land reform. While land reform was a source of authority for the regime, the rapidity and unevenness of the land reform process created deep divisions within its state apparatus itself. This article examines Cambodia's immediate, post-conflict period of sovereign remaking through the lens of refugee containment, circulation and repatriation. The territorial, nation state dimensions of sovereignty are well known. Yet in Cambodia, where sovereign remaking was yoked to a United Nations intervention, a Westphalian basis for sovereign authority is incomplete.
