Splitting stones
Response to: Österblom, H., F. Gazitúa, and A. Leible. 2023. To split a stone. Ecology and Society 28(3):11. After several decades of individually and collaboratively delving into science and art, it seems to me they are essentially the same thing: a set of approaches and tools to discover, understand, and create (Fig. 1). Franciscan Frontiersmen
During the final third of the eighteenth century, amidst the backdrop of the Enlightenment, Bourbon reforms, and emerging political revolutions, Spain colonized Alta California. The colony was to be primarily a mission settlement, with a crop of newly empowered Franciscans eager to continue the work of the recently expelled Jesuit order. In Franciscan Frontiersmen, the former newspaper editor Robert Kittle tells the story of Spain in the far Sout…
Oil Palm Development and Large-Scale Land Acquisitions in Papua New Guinea
[Extract] Throughout the developing world, large tracts of land are being acquired from customary owners by corporations for the purpose of commercial agriculture (Deininger and Byerlee 2011; Anseeuw et al. 2012). This ‘land grabbing’ typically occurs in conditions of poor governance and results in benefits to powerful elites at the expense of local populations (Nolte 2014). It has been argued that the loss of access to land by customary owners i…
Life in a Corner
Most students of American expansion in the Intermountain West know the story of the 1879–1880 Hole-in-the-Rock expedition, in which Mormon settlers traversed some of the world’s most rugged terrain to settle the valley of the San Juan River on the Navajo frontier. We less often hear the stories of the settlers after they reached their destinations and attempted to carve out a home along a harsh desert river. Life in a Corner fills this gap, telli…

Dead Ducks and Dirty Oil
In April 2008, more than 1,600 migrating ducks died after landing on a toxic tailings pond in the Oil Sands region of northeastern Alberta. The responsible company was found guilty and paid the largest environmental fine in Alberta's history. To assess the nature of this environmental focusing event, we identified 747 newspaper articles that covered this event, published between January 2008 and June 2011. Each article was coded based on date of …

New Rights Advocacy in a Global Public Domain
Social and economic policy decisions are increasingly being taken in a global public domain in which national/transnational boundaries are blurred, and the `public' domain includes non-state actors. We argue that a new rights advocacy, advancing economic and social human rights as well as civil and political, is essential to understanding rule-making in the global public domain. New rights advocacy involves traditional human rights and developmen…

New Agendas and New Patterns of International NGO Political Action
International advocacy strategies devised for the political environment in which World Bank policy is decided are often not suitable for advocacy on broader financial policy and trade issues. Advocacy in these “new” agendas challenges prevailing models, which depict NGOs as mobilizing powerful governments and international organizations to influence a government’s behavior. The patterns of international NGO political activity are diverse, sometim…
Whose Civil Society? Whose Governance? Decisionmaking and Practice in the New Agenda at the Inter-American Development Bank and the World Bank
Governance and civil society are relatively new themes in the discourse of the multilateral development banks (MDBs). As objectives of MDB policy and lending, good governance or modernization of the state and civil society involves a common core of issues for the MDBs: transparency, accountability, effective public sector management, and public participation in making and implementing policy. But governance has a second meaning in the context of …
Heroism and ambiguity
NGO advocacy is sometimes portrayed in a heroic light, but efforts to influence World Bank-supported economic policies confront considerable ambiguity. Influence is difficult to demonstrate, but advocacy should be more rigorously assessed in the interest of transparency and effectiveness. Two (partial) solutions to this ambiguity are to focus on the process of NGO campaigns themselves; and to monitor impact on component parts of a model of instit…
