The FFF supports the development of productive and sustainable partnerships between communities, the voluntary sector, and health and social care organisations to deliver three broad categories of projects: multiple small communi…

The film exhibitors’ Royal Commission
In adopting the perspective of the New Cinema History movement, which endeavours to shift the focus of film history away from questions of texts and their production, this article provides an overview of the Royal Commission that concentrates on the central place of exhibition within the Australian film industry. The two areas of enquiry here concern the relation of exhibitors to distributors and to audiences. This assumes that exhibition operate…
Mutuality in Scottish healthcare
This paper offers an alternative paradigm to healthcare, and its delivery, by introducing the concepts of mutuality and empowerment into the existing NHS model of a public health system. In this paper, we will: revisit what is meant by mutuality; advance the meaning of the ‘public interest’ in this context; explore empowerment and community empowerment and their relationship to health; and introduce leading for the public good, which links these …

At the edge of Asia
One of the significant developments in film policy in Australia over the past two decades has been an increased emphasis on international co-productions. Australia and China signed a co-production treaty in 2008, and to date, this has resulted in three films: The Children of Huang Shi (Spottiswoode, 2007), The Dragon Pearl (Andreacchio, 2011) and 33 Postcards (Chan, 2011). This article reviews the opportunities and difficulties involved in co-pro…

From the outback to the background
The rise of Indian film within Australia at the level of production, distribution and exhibition is one of the most important transformations in the Australian cinema landscape over the past decade. Despite Australian efforts to attract runaway Hollywood production, Indian films currently constitute the major international production component in Australia. These films represent notable departures from received notions of Australian film producti…
Cinema in a small state
Most histories of Australian cinema have foregrounded film production but have little to say about film distribution and exhibition, which were more powerful sectors of the cinema industry in Australia. This study examines the distribution and exhibition of films in Adelaide's central business district and suburban circuits during the introduction of sound in 1928–29. In addition to analysing the impact of the new technology, this article looks a…

Issues of Risk Practice and Welfare in Learning Disability Services
This article focuses on risk management in services for people with learning disabilities. It identifies the issue of risk as central to many historical and current care practices. It illustrates this through three examples that raise questions of risk in relationship to people with learning disabilities: on community care, alcohol and sexuality. It concludes that risk has often been negatively associated with danger, but that sensitive risk mana…
Concepts of Risk in Relation to Organizational Structure and Functioning within the Personal Social Services and Probation
The main argument of this paper is that personal social services, including probation, at both a policy and practice level are increasingly focused on issues of risk. We postulate that risk assessment, risk management, the monitoring of risk and risk‐taking itself are rapidly becoming the dominant raison d'être of such agencies, thus supplanting ideologies of meeting need or welfare provision. In turn they have become key to priority setting and …
Human rights and double standards
Crossing the street from Durant onto Telegraph Avenue heading toward the Berkeley library, I almost missed seeing the man with the matted gray beard as he crouched, leaning diagonally against the gray wall of the bank on the corner. I had been thinking about my friend Vilma, because somehow what had happened to her said something to me about human rights. My memory, like my eyes, was snagged by the still form of the homeless man. There he was, li…
