Procurement with a Purpose: Mission-Influenced Responses to Social Movement Salience
This study examines how the salience of social movements influences public procurement decisions and how agency mission shapes these responses. Findings show heightened social movement salience correlates with greater spending on minority-owned businesses, particularly among agencies without explicit equity-oriented missions. The results underscore the moderating role of organizational missions in shaping responsiveness to external pressures. Thi…

Policy imitation likely occurs among similar jurisdictions. The extant literature primarily focuses on geographic proximity or ideological congruence, while overlooking multifaceted similarities in the diffusion of public policies. This study explores the adoption and spread of public–private partnerships (PPP) across China's cities, specifically examining the extent to which three distinctive similarity measures influence PPP policy imitation. Can Cash Incentives Reduce Syringe Litter? Evidence From Boston's 311 Service Requests
Syringe littering in public places is a public health problem in many big cities nationwide amid the ongoing opioid crisis. Besides needle exchanges and/or safe disposal efforts, cash incentives have come into play as a policy tool to address the issue. In December 2020, the City of Boston launched the Community Syringe Redemption Program (CSRP), which offers a nominal cash “buy back” incentive for used syringes at designated centers. This study …

A tiered pathway toward sustainability: The role of public administrators in advancing social equity in U.S. local governments
Equity is a central value for public administration as a field and for the advancement of sustainability, yet it is disproportionately and significantly underrepresented and underprioritized in U.S. local governments' sustainability priorities. Equity is referred to as one of the three essential “Es” in sustainability along with environment and economy. Since the first Minnowbrook Conference held in 1968, advancing social equity has become one of…
Bottom-up innovation adoption of green public procurement in the United States
Climate change and its outcomes are complex issues facing communities worldwide. Among policy options to address such issues, existing scholarship focuses mainly on regulatory policies. An innovative market-based policy option is green public procurement (GPP), which may induce private companies to voluntarily switch to more environmentally friendly products. The study examines the adoption and diffusion of GPP practices among local governments u…
Centrally administered state-owned enterprises’ engagement in China’s public–private partnerships: A social network analysis
A salient characteristic of China’s public–pgrivate partnerships (PPPs) is the deep involvement of state-owned enterprises (SOEs), particularly those administered by the central/national government (CSOEs). In this research social network analysis (SNA) was used to examine the role of different actors in transport and environmental protection PPPs in China in the period 2012–17. The results largely confirm the resource-based view and resource-dep…
The interplay between private and public governments: The Relationship Between Homeowner Associations and Municipal Finance
Homeowner associations (HOAs), as a form of private residential governance, have grown exponentially in the United States, representing a profound transformation in urban governance. This paper examines the fiscal correlation between local municipal governments and private residential governments, and specifically, the extent to which the proliferation of HOAs in a municipality is related to municipal expenditures and revenues. Administrative dat…
Measuring disaster recovery: Bouncing Back or Reaching the Counterfactual State
How should one measure the recovery of a locale from a disaster? The measurement is crucial from a public policy and administration standpoint to determine which places should receive disaster assistance, and it affects the performance evaluation of disaster recovery programmes. This paper compares two approaches to measuring recovery: (i) bouncing back to pre‐disaster conditions; and (ii) attaining the counterfactual state. The former centres on…
