Culture, Personality, and Emotion in George Herbert Mead

This article provides the theoretical resources to resolve a number of conundrums in the work of William Julius Wilson and John Ogbu. Contrary to what Wilson's and Ogbu's work sometimes imply, inner-city blacks are not enmeshed in a 'culture of poverty,' but rather are generally committed to mainstream values and their normative expectations. Normative expectations may be divided between social values that define the nature of desirable social orders in terms of right and wrong and cultural norms that constitute meaning. In contrast to normative expectations, which are stable in the face of situational change, cognitive expectations are malleable when contradicted by their environment. In a recent issue of this journal (Volume 15, Number 4, Fall 1990), Susan Sterett examined the role of the Law Commission in the development of English administrative law. She suggested that the Commission mimicked a “peak association” and adopted an “idiom of legalism” in order to justify its reform proposals. This comment disagrees with Sterett on three grounds.
