From Debt Burden to Climate Burden
Recent research underscores the disproportionate burden of climate change on developing countries, often exacerbated by historical debt. The escalating debt crisis can hinder investments in climate adaptation and mitigation, while climate‐related disasters can further exacerbate debt burdens. By delving into the complex interplay between debt and climate change, this paper explores their historical intersection, examining how these interconnected…
Climate Reparations for a Just Response to Climate Change
For decades, international climate discussions have neglected the question of who compensates for climate‐induced loss and damage. COP27 marked a turning point, placing the issue at the forefront. There is a growing movement advocating for a reparative approach to address the climate crisis. The central premise is that nations with significant historical industrial contributions and unsustainable practices should provide assistance to vulnerable …
Tourism and tax revenue
This paper investigated the impact of international stay-over arrivals on tax revenue for tourism-dependent Small Island Developing States (SIDS). To this end, we constructed a unique monthly panel data set of stay-over arrivals and tax revenue and its various components for the period 2002–2018 for Eastern Caribbean SIDS. A Bartik-type instrumental variables estimator exploiting differences in the exposure to and the extent of shocks in the orig…

The impact of hurricane strikes on cruise ship and airplane tourist arrivals in the Caribbean
We investigate the impact of hurricanes on airplane and cruise ship arrivals in the Caribbean. To this end, we construct a monthly panel of airline and cruise ship arrivals and hurricane destruction and employ a panel vector autoregressive model with an exogenous shock (VARX) to quantify the dynamic effects of tourist arrivals after a hurricane for 18 Caribbean countries over the period 2000–2013. The results suggest an immediate decline in the m…

Natural disasters and regional industrial production efficiency
In this paper we investigate whether destruction due to natural disasters induces industries to increase their regional production efficiency using the case of pre-war Japan, a setting of frequent disasters and technological upgrading. To this end we compile a regional sectoral dataset of natural disaster destruction and production for machinery and textiles. We then employ a stochastic frontier analysis (SFA) approach to estimate the role of dis…
The impact of tropical storms on tax revenue
We investigate the vulnerability of tax revenue and its various sources to hurricane damages. To this end, we construct a monthly panel of hurricane losses, tax revenue, and its components, tax rates, and gross domestic product (GDP) for eight Eastern Caribbean countries over 14 years. Panel vector autoregressions (VAR) show that following a hurricane, any effects are generally short term. The cumulative expected loss in total tax revenue is 5.3%…
Sustainable tourism and the Sustainable Development Goals in sub-national island jurisdictions
Tourism has the potential to contribute to achieving the Sustainable Development Goals (SDGs) agreed to by United Nations member states. For sustainable tourism to be successful, stakeholders must be involved in the process. The aim of this study is to consider the extent to which sustainable tourism contributes to achieving the SDGs and how tourism stakeholders understand and implement sustainable tourism. Specifically, the study adopted a quali…
Human capital and technical efficiency
Technical efficiency is the ability of a firm to produce its maximum output using a set of inputs or to minimise the use of its inputs to produce a certain level of output. When a firm is operating at its most efficient, operating costs can be minimised, profits maximised and competitiveness improved. This study investigates the role of a firm’s human capital in impacting its technical efficiency. It uses the Productivity, Technology, Innovation …

A Storm in a Teacup? Hurricanes and Sugar Prices in the First Half of the Nineteenth Century
This paper investigates the impact of hurricanes in the Caribbean on sugar prices in Britain between 1815 and 1841. The authors expect the news of hurricanes arriving at British harbors to drive up sugar prices mainly because the market anticipated that the supply of sugar from the Caribbean colonies would drop dramatically in the near future. The econometric results suggest a significant rise in prices due to hurricanes. Moreover this study find…
The economic impact of hurricanes on bananas
A hurricane wind risk and loss assessment of Caribbean agriculture
Hurricanes act as large external shocks potentially causing considerable damage to agriculture in the Caribbean. While a number of studies have estimated their historic economic impact, arguably the wider community and policy makers are more concerned about their future risk and potential losses, since this type of information is useful for disaster preparedness and mitigation strategy and policy. This paper implements a new approach to undertaki…
Hurricane damage risk assessment in the Caribbean
The Economic Impact of Hurricanes in History
This study estimates the economic impact of hurricane strikes in the Caribbean from 1700 to 1960. More precisely, historical accounts of hurricane strikes and actual historical hurricane tracks, in conjunction with sugar export data taken from the colonial blue books and other historical sources, were used to create a cross-colony/country and time dataset that allows for the first time the ability to evaluate the susceptibility of local sugar pro…
