Governing through Visibility
The rise of internet celebrity cities has become one of the most striking phenomena in China since 2021. How do local governments respond and harness this trend to advance their development goals? This study focuses on local experimentation in creating such cities, drawing on the case of the Village Football Super League ( Cun chao 村超) in Guizhou. We identify policy entrepreneurship as a key driver of local experimentation and highlight three cor…
Can strengthening farmland property rights promote cooperation? Evidence from China's irrigation system
The cooperation dilemma resulting from strengthening the farmland property rights of farmers has gradually emerged, challenging certain developing countries. In this paper, the social ecosystem framework is used, and irrigation governance in rural China is taken as an example. Based on 1619 respondents survey data, an ordered regression model and propensity score matching method are used to analyze the impact of strengthening farmland property ri…
How Managerial Communication Affects Work Engagement of Public Employees
This article aims to examine the relationship between managerial communication and work engagement in the public sector, a topic that has not been fully explored. We surveyed 1,385 public employees who participated in China’s poverty reduction campaign from 2013 to 2020. The findings revealed that effective communication by leaders has a positive impact on employees’ work engagement, partially mediated by public service motivation. However, this …
How policy adoption patterns shape policy outcomes
A large body of research examines why and how innovative policies are adopted, but information on how the different patterns of policy adoption translate into different policy outcomes remains scarce. To address this gap, we used the case of China’s River Chief System to examine how different adoption choices made by local governments shaped subsequent policy outcomes and identify the key factors underlying these variations. Drawing on data from …
Governing the Tourism Commons
Rural tourism is regarded as an important development strategy in many countries. However, some rural tourist destinations are facing decline after a period of prosperity. Based on the interaction between local residents involved in rural tourism and the common pool resources on which rural tourism depends, this paper discusses the reasons leading to the unsustainable development of rural tourism and proposes solutions to the tragedy of the touri…
Between Trust and Blame
Policy implementation studies have focused on encounters between street‐level bureaucrats and citizens. However, insufficient research has explored how citizens experience such encounters, especially during crises. To address the research gap, this study investigated citizens' perspectives on the roles of street‐level bureaucrats during the pandemic. Using a survey of Chinese citizens and employing Q methodology, we identified three distinct prof…

How Different Patterns of Policy Attention Drive Policy Diffusion
Despite extensive research on policy diffusion, the ways in which policy attention influences this process remain underexplored. This study addressed this gap by distinguishing between three types of policy attention—political speeches, policy issuance and field visits—and investigating their differential impacts when delivered by central and provincial governments. We constructed a data set related to the adoption of China's river chief system b…
Two hands, multiple fingerprints
Water markets in China have received ample scholarly attention, but less is known about the political, ideological, and international influences that shaped their evolution. Using institutional analysis and a power-centered approach, we trace three Australian-funded projects (2005–2019) alongside domestic policy shifts to analyze how market ideas were institutionalized. We show how policy entrepreneurs embedded water trading within China’s govern…

Activating Co-production of Rural Service Delivery
Although co-production between the government and society can improve service outcomes, the two parties may lack the willingness and the capacity to cooperate. Can nonprofit organizations play an active role in facilitating government–citizen co-production? If so, how? The role of nonprofits in social services co-production has received increasing attention, but studies on developing countries are limited. Therefore, this study conducts an in-dep…

Pioneer advantage or late-mover advantage? An examination of the interplay between policy diffusion sequence and policy outcomes
In policy diffusion research, considerable focus has been placed on the mechanisms and motivations underlying diffusion, yet there is a notable dearth of analysis linking the diffusion process with policy outcomes. This prompts an important inquiry: Who fares better in terms of policy outcomes—the pioneer or the late mover? Our study investigates China’s River Chief System policy and classifies cities as either pioneers, followers, or laggards ac…

Farmland titling, farmland adjustment and rural collective action
The existence of land adjustment undermines the positive effect of farmland titling. This situation not only affects agricultural operation, but also the social governance of rural areas. Using the institutional analysis and development framework, this paper takes the governance of irrigation commons in rural China as an example. Based on 721 household survey data sets, the ordinal regression model and instrumental variable method are employed to…
How Street-Level Bureaucrats Collaborate for Policy Entrepreneurship
Despite increasing attention to street-level policy entrepreneurship, it remains unclear what strategies street-level bureaucrats employ during implementation or how their strategies impact policy outcomes. Using China’s Targeted Poverty Alleviation campaign, we argue that street-level policy entrepreneurs construct collaborative arrangements with various local networks to devise innovative solutions. They collaborate with administrative leaders …
Effects of farmland use rights transfer on collective action in the commons
Although many studies have focused on the negative effects of the outflow of rural labor and insufficient land endowments on collective action related to irrigation, few have considered the effects of the farmland reallocation that accompanies this labor out-migration, especially at the household level. Using data from China, this paper sheds new lights on the internal structure of irrigation collective action by exploring the differentiation of …
Migration and collective action in the commons
Much is known about collective action in the commons but little is known about the effects of migration as an exogenous shock. We study the case of China where at least 280 million people have migrated from the rural areas to the cities over the last four decades. We apply the social-ecological system (SES) framework along with the theory of collective action using survey data from 1985 households in 20 provinces throughout China. Data was analyz…
Collaborative Leadership, Collective Action, and Community Governance against Public Health Crises under Uncertainty
In the face of a public health crisis full of uncertainty, how should the community respond in order to effectively reduce the negative impact of the epidemic on public health? This article takes a Chinese rural community located near Wuhan City as an example to explore the mechanism of how collaborative leadership enhanced collective action in community governance against the COVID-19 pandemic. Early blockading to prevent transmission into the c…

How does context affect self-governance? Examining Ostrom’s design principles in China
Ostrom’s Design Principles (DPs) are believed to be a set of the best practical guidance for governing natural resources, but applying the DP theory should consider the local context, especially the political context, which has been examined little so far. Using the Institutional Analysis and Development (IAD) framework as a conceptual and analytical lens, this paper examines the impact of authoritarian context on self-governance in China. Based …

Analysis of the evolution of urban three-dimensional morphology
An analysis of the evolution of urban three-dimensional morphology (EUTM) can comprehensively explore the processes and mechanisms of urban evolution and provide a basis for urban design and land use administration. Based on the three-dimensional model of urban built-up areas in two periods, this paper establishes a quantitative index system for the EUTM and discusses the methods of generating isoline maps for each index. The idea of making integ…
