Understanding migration to protected area buffer zones in Costa Rica utilizing cultural consensus analysis
Human migration to the world’s protected areas’ (PA) buffer zones is widely seen as a significant threat to conserving biodiversity. Research since 2005 has demonstrated some evidence for global migration trends but also highlighted the simultaneous need to understand the local, contextual factors that drive migration around individual PAs. Investigation into human migration patterns to these buffer zones has frequently relied on methods that do …
Explaining the Difference between Policy-Based Evidence and Evidence-Based Policy: A Nexus Analysis Approach to Mobilities and Migration
In this policy analysis, we explain the difference between policy-based evidence (PBE) and evidence-based policy (EBP). We argue that better, evidence-based understanding, explanations, and questions can be sought by problematizing the challenging forms of twenty-first century migration and mobilities. We emphasize that this can be done by not confusing PBE with EBP, especially when each is needed as a basis for specific types of action. By focus…
Care Coordination: Empowering Families, a Promising Practice to Facilitate Medical Home Use Among Children and Youth with Special Health Care Needs
Introduction This paper describes the care coordination training program and results of an evaluation from its pilot in seven states. Despite the importance of practice-based care coordination, only 42.3% of children with special health care needs (CYSHCN) met all needed components of care coordination as defined by the Maternal Child Health Bureau. Recognizing that children with medically complex conditions often have lower rates of achieving ca…
Twenty Years of Comparative Policy Analysis: A Survey of the Field and a Discussion of Topics and Methods
Comparative policy analysis has emerged as a distinct field of study in the past two decades, however only one journal is explicitly devoted to its study: the Journal of Comparative Policy Analysis: Research and Practice (JCPA). This article performs a content analysis of abstracts in the field of comparative policy analysis to determine the contours of the field. First, the paper charts the development of comparative policy analysis and compares…
Parks, Proxies, and People: Ideology, Epistemology, and the Measurement of Human Population Growth on Protected Area Edges
There is an extensive literature about growing human populations on protected area (PA) edges and their contribution to biodiversity threats. This article reviews the conservation literature’s engagements with the question of human migration and population growth on PA edges by reviewing: (1) the normative basis of conservation biology; (2) the development of conservation science in response; (3) conservationist engagements with PAs, migration, a…
Conch, Cooperatives, and Conflict: Conservation and Resistance in the Banco Chinchorro Biosphere Reserve
In theory, biosphere reserves link biodiversity conservation with development, primarily through sustainable resource utilisation, and alternative, conservation-compatible economies in the buffer and transition zones outside the core area. Successful management should reduce pressure on natural resources within its core area as well as enable local communities to participate in the management of buffer zone resources in a sustainable manner. The …
Introduction: Human migration to protected area edges in Africa and Latin America: Questioning large-scale statistical analysis
The introduction to this set of papers highlights four challenges to the large-scale analysis of population growth at protected area edges in Africa and Latin America undertaken by George Wittemyer and colleagues in their 2008 paper published in Science. First, it raises questions about their sampling procedures, given national-level variation in systems of protected area designation and protected area estates. Second, it challenges the largely e…
Do global statistics represent local reality and should they guide conservation policy: Examples from Costa Rica
Recent analyses of global population change data have indicated accelerated human population growth near protected area edges in Latin America and Africa. The authors hypothesised that this growth is driven by opportunities created by integrated conservation and development. This paper highlights three Costa Rican protected areas that illuminate the problems inherent with the use of context-independent global statistics. This paper employs ground…

Institutional Legitimacy and Co-Management of a Marine Protected Area: Implementation Lessons from the Case of Xcalak Reefs National Park, Mexico
This paper is an exploration of the relationship between a conservation intervention and the quest for local institutional legitimacy and conservation success through co-management. More precisely, this paper will employ the case of Xcalak Reefs National Park (PNAX) to illuminate the interaction between contextual and procedural elements of co-management implementation, how these variables affect the production of legitimacy in the minds of local…
Murder in Sophistopolis: Paradox and Probability in the First Tetralogy
This essay identifies seven sets of paradoxes in the First Tetralogy, attributed to Antiphon, that challenged accepted norms of legal proof and argument in 5th century Athens: 1) reflexive reversal paradoxes, 2) the paradoxical use of absence as a sign (sêmeia,), 3) paradoxes of wealth, 4) the paradoxical testimony of a dying slave, 5) paradoxes of premeditation, 6) a paradox of precedent, and 7) a paradox of pollution (miasma/ The essay also exp…

The Oligarchs: Wealth and Power in the New Russia
Focusing on six of Russia's most feared power brokers - the oligarchs, David Hoffman reveals how a few players managed to take over Russia's cash-strapped economy and then divvy it up in loans-for-shares deals. Before perestroika, these men were normal Soviet citizens, stuck in a dead-end system, claustrophobic apartments, and long bread lines. But as Communism loosened, they found gaps in the economy and reaped huge fortunes by getting their han…

The Liberal Party in Contemporary Ontario Politics
