Human rights data for everyone
Cross-national quantitative data measuring human rights practices have existed for about four decades. However, those data have yet to gain much traction in the public sphere, leaving human rights advocacy a largely data-free enterprise. We argue that the underutilization of these data is due to (1) a heavy reliance on public documentation alone as an information source, (2) incomplete coverage of the entire list of internationally recognized rig…
Fulfilling Social and Economic Rights
One of the most ambitious legacies of the 20th century was the universal commitment to ensure freedom from want as a human right. Economic and Social Rights Fulfillment Index
Building on a previously proposed methodology for an index of economic and social rights fulfillment, this article presents country scores and rankings based on the Economic and Social Rights Fulfillment Index (ESRF Index). Unlike socioeconomic indicators, which are often used as proxies for the extent to which rights-holders enjoy economic and social rights, the ESRF Index incorporates the perspective of the duty-bearer as well as the rights-hol…
An Index of Economic and Social Rights Fulfillment
In response to an increasing demand for rigorous monitoring of states in meeting their human rights obligations, a growing literature has emerged on measuring human rights fulfillment. Data are increasingly used in human rights assessment and advocacy but with an ad hoc approach, with three common limitations: frequent use of subjective indicators; focus on the right bearer enjoyment of right without taking account of duty bearer conduct; and eve…
