  • Towards a more diversified Canada: Economic arguments for re‐confederation

    Open Access•Michael A Goldberg, Maurice D Levi•ARTICLE•Canadian Public Administration•1998

In the ongoing Canadian debate on confederation, variations across the country are almost invariably viewed as conditions that must be removed or at best tolerated. This paper provides an alternative view and model of confederation that builds on portfolio notions of diversification. Here, instead of seeing regional differences as barriers to a strong confederation, we envision building solidly on these differences and encouraging regions to diff…

  • Growing Together or Apart: The Risks and Returns of Alternative Constitutions of Canada

    Michael A Goldberg, Maurice D Levi•ARTICLE•Canadian Public Policy•1994•Cited by: 1•References: 1

Canada can be viewed as a politically-created portfolio of ten provinces plus two territories, with weights in that portfolio also determined by political rather than economic considerations. Viewing Canada in this way allows one to use principles of modern portfolio theory from financial economics to examine the economic efficiency of the present portfolio of provinces. This paper considers the economic efficiency of the current political portfo…

  • The Myth of the North American City: Continentalism Challenged

Michael A Goldberg, Michael Goldberg et al.•BOOK•Myth of the North American City•1986

The continuing tendency to "continentalize" Canadian issues has been particularly marked in the area of urban studies where United States-based research findings, methodologies, and attitudes have held sway. In this book, Goldberg and Mercer demonstrate that the label "North American City" as widely used is inappropriate and misleading in discussion of the distinctive Canadian urban environment. Examining such elements of the cultural context as …

  • The Fiscal Condition of American and Canadian Cities

    Open Access•J Mercer, Michael A Goldberg•ARTICLE•Urban Studies•1984•Cited by: 1•References: 6

The fiscal condition of American and Canadian cities is examined in this paper using municipal bond ratings from Moody's Investors Service for the period 1970-1980. Two hypotheses are posited: that Canadian central cities will exhibit greater fiscal health than will American central cities; over time Canadian and US cities will exhibit differences in changes in bond ratings with changes being more positive for the Canadian case. Neither hypothesi…
