Mutual Price Discrimination in Soviet Bloc Trade
(3) Only one quarter of the estimates of al among 40 commodities and services, however, are significantly different from unity, which means that the tendency to commodity price equalization may be dominant. (4) Also, the possibility that price differences among countries may be explained by factors other than wages (such as prices of raw materials) appears to be high. If this possibility is sufficiently high, the tendency of commodity price equal…
A Final Comment
7 I would like to express my appreciation to Dr. Mendershausen for having called my attention to a number of errors which crept into my original calculations. I have now recalculated all figures for I958 and I959. The results are almost in substance although a number of the figures require minor corrections. By unchanged in substance, I mean (I) there is still mutual discrimination between the Soviets and the Bulgarians and (2) the Bulgarians sti…
The Terms of Soviet-Satellite Trade
The study led to the following findings about Soviet export prices: (1) Individual Satellite countries experienced different average degrees of price discrimination on Soviet exports. The discrimination effect tended to be stronger for the Balkan countries than for Poland, Czechoslovakia and East Germany. Poland was the only Satellite that enjoyed a continual decline in the degree of Soviet export price discrimination over the period as a whole. …
Terms of Trade between the Soviet Union and Smaller Communist Countries, 1955-1957
SOVIET bloc spokesmen assert that trade among their countries is governed by market prices. Prices prevailing on the capitalistic market, or some relevant section of it, supposedly serve as standards for set in the trade agreements between communist countries. Statements to this effect have been particularly emphatic since the I956. rebellions in Poland and Hungary. Extensive market research has sprung up in the foreign trade administrations of t…

First Tests of the Schuman Plan
ROBERT SCHUMAN'S proposal of May 9, I950 to create a Coal and Steel Community in Europe found its final acceptance in the ratification of the six-nation treaty on June 25, I952. On February io, I953, the High Authority of the Coal and Steel Community proclaimed the opening of the common market for coal, iron ore, and scrap in the territories of the six member countries, and on May i, the common market for steel. The third anniversary of Robert Sc…

Foreign Aid with and without Dollar Shortage
DURING the period of the European Recovery Program (ERP), the first large scale provision of foreign aid by the United States in peacetime has been experienced. Foreign aid did not begin with ERP, and it may continue to exist as a general institution well beyond the duration of that particular program. But the practice of foreign aid outside times of acute national emergency required a deeper search for its rationale. The attention of policy make…

Future Foreign Financing
The advancing recovery of European production and the apparent termination of the postwar boom in this country invite a new determination, of the objectives and magnitude of our foreign financing. We are rapidly moving into a new phase in which general shortfalls of production, compared with prewar, no longer represent the pressing problems to which our economic assistance must address itself. At least this is the case for the Western part of the…
America's Trade Balance and the International Order
Since the end of the first World War, a turn in the trade balance of the United States toward an import surplus has been prophesied or advocated repeatedly. According to these prognostications and beliefs, the United States has been moving into the position of an “old creditor nation” and therefore is likely, or will be obliged, to carry a passive trade balance financed by a net inflow of earnings on, or repayments of, capital from abroad.1 Fulfi…
