This paper examines the effect of the tax treatment of owner occupied housing upon its price, commonly known as the capitalisation effect, and looks at how this has a differential impact upon distinct groups in the housing market. Restructuring the Welfare State
Since the election of the Thatcher Government in 1979, public expenditure on the welfare state has undergone a series of changes. The nature of change has, however, often been obscured by the use of inadequate and misleading statistical data. This paper presents a systematic examination of public expenditure on education, health care, housing and social security over the period 1979/80 to 1984/85. This paper seeks to provide a measure of housing inequality across the entire household population. Rateable values are used as an informed assessment of the flow of housing services yeilded by a particular dwelling, and the Atkinson inequality index is applied to a data set obtained from the Family Expenditure Surveys of 1968 and 1978.
