Determinants and Diversity of Internationalisation in Political Science
This article examines selected system-level variables. Its premise is that a better understanding of how and why scholars may, or may not, choose an international orientation in their career requires taking into account factors beyond personal preferences or constraints. We suggest that characteristics of national systems shape prospects and strategies of internationalisation and look at two broadly defined variables: resource availability and ca…
Theoretical foundations of the Programmatic Action Framework (PAF)
This article introduces the Programmatic Action Framework (PAF) as a supplementary perspective in policy process research. It focuses on professional biographies of programmatic actors, policy programs, and programmatic identities as driving factors for policies. Programmatic actors are individuals in direct interaction with the state apparatus. Civil servants, politicians, and similar individuals under certain predictable circumstances form stab…
The New Custodians of the State
The New Custodians of the State uses contemporary France to reassess sociological theories of political and policymaking elites. Based on detailed case studies drawn from social policy and national defense sectors, it concludes that a new type of sectorally-based elite has risen to prominence in France since the 1980s. Genieys suggests that programmatic elites found in specific policy sectors, made up of individuals linked both by common career p…
Programmatic Actors and the Transformation of European Health Care States
In France, Germany, Spain, and the United Kingdom, the decades from the late 1980s to the present have witnessed significant change in health policy. Although this has included the spread of internal competition and growing autonomy for certain nonstate and parastate actors, it does not follow that the mechanism at work is a “neoliberal convergence.” Rather, the translation into diverse national settings of quasi-market mechanisms is accompanied …

Elites, Ideas, and the Evolution of Public Policy
Seen from the outside, the world of politics and policy-making seems to be in constant flux. Combining theoretical analysis with primary research, this book brings new light to the neglected problem of why individuals with a vested interest in current policies nevertheless promote reform

Inside the Autonomous State
This article combines the methods of institutionalist analysis and the sociology of elites to look inside the black box of the French state. We identify key groups of policymakers in the social policy sector and track both their policy preferences and the results of their efforts from the mid‐1980s through the late 1990s. Our conclusion is that budgetary and ideological challenges to existing policies led to the consolidation within the Ministry …
European anti-terrorism policy
European Anti-Terrorism Policy: A Trans-Atlantic Perspective European counter-terrorism policy since 2001, unlike that of the United States, has centered on the reinforcement of existing domestic law enforcement instruments and on multilateral action internationally creating at least the outlines of a distinctive ‘European model.’ Structural models, either realist or culturalist, provide at best partial explanations for this. A more complete anal…
A conflict of rationalities
The reform of the European Community's regional policies in the mid 1980s had its intellectual origins in theories of endogenous development and cumulative causation. These ideas shaped proposals put forward by the European Commission as early as the 1960s and provided the substance of the 1985 and 1988 reforms. The reforms were 'sold' politically, however, as part of the overall Single Market project, which was itself based on a very different e…
When (and How) Do the Commission’s Preferences Matter
Regulatory innovations found in the EC’s Integrated Mediterranean Programmes can best be explained by a model informed by the study of public policy and historical institutionalism. In such an approach, preferences of the Member States are potentially endogenous. They can be altered by reasoned arguments presented by Commission experts. Similarly, the Commission’s formal agenda‐setting power is found to depend more on the short time horizon of Ch…
Does European Community Regional Policy Empower the Regions
A central goal of the 1980s reforms of the European Community's regional development policy was to contribute to an increase in the discretionary authority of sub–national decision–makers in the Community's member states. This article assesses the degree to which this goal was attained through comparative studies of selected French and Italian regions. It concludes that only in those regions in which timely policy entrepreneurship on the part of …
