Public Expenditure in the English Regions: Measurement Problems and (Partial) Solutions
Why Did UK Manufacturing Productivity Growth Slow Down in the 1970s and Speed Up in the 1980s
After a dramatic slowdown in the 1970s, productivity growth in UK manufacturing in the 1980s returned to something like its pre‐slowdown trend. This paper constructs a quarterly dynamic model of total factor productivity growth in UK manufacturing using cointegration techniques, correcting for a variety of measurement biases. The elasticity of output with respect to R&D capital is estimated at between 0.2 and 0.3, with human capital playing a pos…
September 11 and International Politics
In the wake of the terrorist attacks on September 11 2001, it is worth considering the impact of the events for our understanding of politics and international relations theory. The attacks have sparked a slew of analyses from a bewildering range of perspectives across the humanities and social sciences that call for a broad range of policy responses. A complete discussion of all the implications and perspectives would clearly be impossible, so t…
A Study in Structural Change: Relative Earnings in Wales Since the 1970s
The Welsh economy has undergone rapid structural change in recent years. This paper uses data from the New Earnings Survey to examine how earnings in Wales changed relative to those of Great Britain between 1975 and 1994. There are five main findings. First, earnings of workers in Wales have declined relative to those in Great Britain. Second, the shift away from full-time men has been an important factor in the fall in average relative earnings.…

Data Feature: Earnings Biases in the United Kingdom Regional Accounts: Some Economic Policy and Research Implications
Between the late 1970s and late 1980s, the UK Regional Accounts data suggest a much smaller rise in the South East earnings premium and consequently a much smaller increase in the regional dispersion of earnings than do the other sources of data. We discuss several possible explanations for this discrepancy and conclude it was probably due to problems at the Inland Revenue in allocating tax records across the regions. The historical unreliability…
Multi-track Microproliferation: Lessons from Aum Shinrikyo and Al Qaida
This article compares the proliferation activities of the substate groups Aum Shinrikyo and al Qaida, Osama bin Laden's organization. It argues that they are dissimilar in motivation and organizational structure, yet pursued a similar multi-track strategy in an attempt to acquire weapons of mass destruction. The article explores both groups' efforts to obtain these weapons and suggests that the similarities in the methods they used in their pursu…
