Does Legitimacy Mitigate Corruption? The Relevance of Social Traps in Low-corruption Contexts
People tend to accept decisions if the process leading up to them is perceived as legitimate. However, the literature seldom asks if perceived legitimacy translates to compliant, non-corrupt behavior. Thus, the association between legitimacy and corruption is curiously understudied. This paper argues that, while legitimation may contribute to acceptance of authority, it does not necessarily lead to compliance with anti-corruption norms. Analysing…
The Nordic governments' responses to the Covid‐19 pandemic: A comparative study of variation in governance arrangements and regulatory instruments
Government responses to the Covid‐19 pandemic in the Nordic states—Denmark, Finland, Iceland, Norway, and Sweden—exhibit similarities and differences. This article investigates the extent to which crisis policymaking diverges from normal policymaking within the Nordic countries and whether variations between the countries are associated with the role of expertise and the level of politicization. Government responses are analyzed in terms of gover…

Primary consequences: The effects of candidate selection through party primaries in Iceland
Are the effects of candidate selection through party primaries largely disruptive for political parties or do they have some redeeming features? Icelandic parties have used inclusive nomination procedures since the early 1970s on a scale that is without parallel in other parliamentary democracies. The Icelandic primaries thus offer a unique opportunity to study the effects of primaries in a context that is quite distinct from the most studied pri…
Making words count: Coalition agreements and cabinet management
The cabinet is a central actor in policy making in parliamentary systems. Yet, relatively little is known about how coalition cabinets operate. The delegation of decision‐making authority to ministers invites policy drift, which threatens the cohesiveness of the cabinet's policy programme. Cabinets employ a variety of methods to contain policy drift. The writing of coalition agreements is among the major tools, but there are others, including lim…

Clientelism, Interests, and Democratic Representation: The European Experience in Historical and Comparative Perspective
This 2001 book charts the evolution of clientelist practices in several western European countries. Through the historical and comparative analysis of countries as diverse as Sweden and Greece, England and Spain, France and Italy, Iceland and the Netherlands, the authors study both the 'supply-side' - the institutional context in which party leaders devise and implement their political strategies - and the 'demand-side' - the degree of 'empowerme…

Parties, states and patronage
Strong state bureaucracies tend to block the access of politicians to patronage. If, however, politicians have access to substantial quantities of patronage, they are likely to use it for electoral and organisational purposes. Where access to patronage was easy during the formative years of party organisations, this had far‐reaching consequences for the subsequent development of the party system, including electoral competition and party organisa…

Iceland: Vulnerability in a Fish-based Economy
Fish — Iceland's main export product — accounts for three quarters of its exports. Although only a small proportion of the population is employed in fishing and fish processing, the economy is highly vulnerable to any fluctuations in the earnings from fish exports. This article discusses the Icelandic responses to vulnerability: an inwardly orientated emphasis on rapid adaptation to change, and an outwardly orientated qualified support for libera…
