  • Best practice as a governing practice

    Natalie Papanastasiou•ARTICLE•Journal of Education Policy•2021•Cited by: 2•References: 31

This paper argues that best practice is a powerful form of governing practice in education policy whose distinctiveness remains conceptually neglected in comparison to the burgeoning literature on governing by numbers. Moreover, the paper identifies how the practice of generating best practice knowledge remains under-explored and under-conceptualised: we know surprisingly little about how best practices come into being in international policymaki…

  • The politics of generating best practice knowledge

    Open Access•Natalie Papanastasiou•ARTICLE•Environment and Planning C…•2020•Cited by: 2•References: 17

This paper seeks to understand how best practice knowledge is constructed and maintained as a hegemonic form of policy knowledge. The paper argues that best practice is based on two claims: firstly, that best practice draws on situated practices of ‘what works’ in specific policy contexts, and secondly, that best practice uses these practices to build universal policy lessons that can be transferred across political space. How do policy actors ta…

  • Practices of boundary-work in the collaboration between principals and private sponsors in England’s academy schools

    Natalie Papanastasiou•ARTICLE•Journal of Education Policy•2017•Cited by: 1•References: 34

This article presents one of the few qualitative studies to empirically examine the collaboration between private sponsors and principals in the context of England’s academy schools policy. It uses the concept of boundary-work to illuminate the multiple dynamics involved in the collaboration between principals and business sponsors. By analysing qualitative interviews with principals and sponsors from a local authority case study the article reve…

  • Rethinking scale in public administration

    Open Access•Natalie Papanastasiou•ARTICLE•Public Administration•2017•Cited by: 1•References: 20

This article reviews how scale concepts feature in governance studies and demonstrates that scales are overwhelmingly used descriptively. Questioning the meaning of scales has been considered peripheral to pursuing the aims of public administration studies, and the article calls for this to change by conceptualizing scale as a political concept. Focusing on the localism agenda reflected in England's ‘academy schools policy’, the article empirical…

  • The practice of scalecraft

    Open Access•Natalie Papanastasiou•ARTICLE•Environment and Planning A…•2017•Cited by: 6•References: 33

This paper builds on geographical understandings of scalar practices and illustrates how they can enrich studies of policymaking, in particular for the area of education policy. It achieves this by integrating a focus on 'scalecraft' with an approach to 'policy as practice' featuring in critical policy studies. The paper draws on one of the few empirical studies of England's academy schools policy and analyses the work of actors tasked with imple…

  • How does scale mean? A critical approach to scale in the study of policy

    Natalie Papanastasiou•ARTICLE•Critical Policy Studies•2016•Cited by: 3•References: 16

This article argues that a critical engagement with the categories and concepts of scale has been absent in policy studies. Integrating insights from post-structuralist human geography and policy analysis, the article reveals the multiple meanings actors assign to scales as they make sense of and construct their policy worlds, and also questions the implications of this for the practices and politics of policy. This analytical lens is applied to …
