    Nitrogen losses associated with the timing of the application of nitrogen fertilizer and the use of irrigation in the production of cotton in the United States are investigated.     In this paper an analytical framework is presented that identifies the trade-offs that a regional authority desiring to improve groundwater quality is confronted with as it strives to balance the preferences of farmers and households.     In this paper, the quasi-optimal Pareto solution resulting from the imposition of an emission standard on an undepletable (public good) externality is derived. The basic vehicle around which the analysis is performed is a competitive general equilibrium model in the Negishi framework.
