A ssessing the implementation of Ontario's Nutrient Management decision support system
While land use planners increasingly rely on information technology to assist decision making, there are few empirical studies that assess the actual implementation of decision support systems. This article assesses the implementation of Ontario's Nutrient Management (NMAN) computer program using a case study of the livestock building permitting procedures in East Perth Township. In the 1970s, some townships in Ontario required livestock operator…
Assessing efforts to mitigate the impacts of drainage on wetlands in Ontario, Canada
The protection of wetlands through the Ontario Drainage Act has been the subject of much debate. While seen as essential for increasing production and/or productivity of agricultural areas, drainage schemes have been usually approved at the expense of wetlands. Despite the presence of a referral process in Ontario's Drainage Act that is supposed to prevent the significant loss of wetland area, incremental losses continue to occur. The referral pr…
GIS-Multicriteria Evaluation with Ordered Weighted Averaging (OWA)
This paper focuses on the parameterized-ordered weighted averaging (OWA) method. OWA is a family of multicriteria evaluation (or combination) rules. The proposed approach uses a parameter that serves as a mechanism for guiding multicriteria evaluation procedures. The parameter is incorporated into a method for obtaining the optimal order weights and for developing a transformation function. The function provides us with a consistent way of modify…
Flood management in Canada at the crossroads
Although Canadian flood management efforts have gained worldwide recognition, flood damages continue to increase. The current practice for preventing, responding to and recovering from floods in Canada is described by focusing attention on the 1997 Red River and 1996 Saguenay River floods. A set of cultures is identified that contribute to the trend of increasing flood damages. These include a culture of conflict, a culture of land development, a…
The Actual and Perceived Effects of Floodplain Land‐use Regulations on Residential Property Values in London, Ontario
The impacts associated with floodplain management adjustments should be understood. This paper addresses this need by describing the perceived and actual impacts floodplain regulations have had on residential land values in a portion of London, Ontario. The institutional arrangements for floodplain regulation and the actual practice of regulation in the City of London for the period 1978–1989 are described. Actual impacts on land values were dete…
Integrated Catchment Management in northern Australia
Floodplain regulation and the perceptions of the real estate sector in Brantford and Cambridge, Ontario, Canada
The Grand River Conservation Commission
Despite its contribution to water management in Canada, very little has been published about the Grand River Conservation Commission. This paper examines the formation and operation of this organization. The evolution of water resource strategies is documented by describing the plans completed between 1932 and 1966 by the Grand River Conservation Commission and Grand Valley Conservation Authority which was formed in 1948. The strengths and weakne…
