Implementing Democratic Governance and Ownership
We examine the implementation of governance arrangements to extend ownership and control to employees and community stakeholders in social enterprises. Evidence from a sample of newly created public service social enterprises in England shows how the realisation of democratic ideals involves a gradual and often challenging process. Different outcomes are explained in terms of an interplay between the legal forms and representational mechanisms ad…
Competitive or cooperative relationships in clusters
Purpose An efficient policy supporting clustered business operations necessitates an appreciation of the dynamics of rivalry and collaborations among businesses. This paper postulates that variation in competition and cooperation can significantly influence the nature of business relationships among clustered businesses, which is essential for cluster policy particularly (Newlands, 2003) as most research on rivalry and cooperation in clusters hav…
Social Enterprise – A New Phenomenon in the Field of Economic and Social Welfare
Drawing upon insights from historical institutionalism, this article critically examines the origins of social enterprise and its emergence into the mainstream policy arena. It begins by relating the social enterprise idea to major non‐state/non‐private institutional traditions, including the E uropean social economy, US non‐profits and the UK charitable sector, and places it within the specific field of economic and social welfare. In so doing, …

Realising the Diversity Dividend
This paper critically examines the increasing use of population diversity as a source of competitive advantage and distinctiveness within policies promoting urban economic development. Rising levels of population diversity are a characteristic feature of many urban areas and this has led to increased policy attempts to realise a so-called 'diversity dividend'. Yet much of this policy thinking demonstrates a restricted understanding of the nature …
Spatializing Industrial Policies
A new approach to industrial policy which advances the 'spatial turn' of industrial policy thinking has matured and gained considerable attention in both developed and developing countries. However, the notion of 'spatiality' forwarded by the new approach is one which has essentially emerged from industrialised Northern economies and this raises questions relating to the largely uncritical way in which it is being adopted in developing countries.…
Out of the shadows? Formalisation approaches to informal economic activity
Recent years have witnessed a shift in the policy debate concerning informal economic activity in the advanced industrial economies away from an emphasis only on deterrence towards the possibilities for encouraging transition into the formal economy. Such formalisation policies have a considerable history in the developing world but to date these have only weakly informed this policy debate. This article reviews the dominant conceptualisations an…
