Challenges of building community-university partnerships in new poverty landscapes
This article reflects on six years of community–university partnerships (CUPs) between the Charlotte Action Research Project (CHARP), grassroots organizations, and residents of economically challenged neighborhoods in Charlotte, NC. We share lessons learned in participatory planning and community development by comparing experiences in older, urban neighborhoods with those in suburban, “new poverty landscapes.” We highlight neighborhood typology,…
The effectiveness of Habitat for Humanity as a neighborhood stabilization program: The case of Charlotte, North Carolina
Habitat for Humanity has been in operation since 1976 as a popular organization that provides housing to low-income families. In more recent years, the organization has gradually shifted its priorities toward becoming a more holistic neighborhood stabilization program, receiving a large amount of federal funding to help stabilize neighborhoods in the wake of the Great Recession. Very limited research has been done to assess the effectiveness of H…
Gender and entrepreneurship revisited from a community perspective: Experiences in a New Immigrant Gateway and Beyond
Women-owned enterprises have boomed significantly during the past several decades. The purpose of this study is to theorize and empirically delineate the connections between female entrepreneurship and community development through the lens of entrepreneurship. Our results indicate that, from the initial creation of these businesses, to their daily operations and resource mobilization through social networks, women entrepreneurs are closely conne…
Desentralisasi atau Separasi? Suatu Tinjauan dari Sulawesi Selatan
Perceived opportunities for increased local power and control of resources in the early euphoria of post-Soeharto decentralization saw no less than four new province proposals within the present boundaries of South Sulawesi. Two of those developed into formal submissions which, at the time of writing, are being considered by the national government. These are for new provinces of West Sulawesi and Greater Luwu, which would encompass approximately…
Local authority and pro-poor urban management in Indonesia's transition to democracy
Street vendors remain prominent in the modernising urban economies of many developing countries, and competition arises between public space and income generation. Managing this dilemma usually involves punitive methods which exacerbate poverty. This article examines differing approaches to street vendor management in Indonesia, which is now hailed as the world's third-largest democracy. As part of the political transition, local governments are …
Local Agency and Region Building in Indonesia's Periphery: Shifting the Goalposts for Development
Indonesia's post-Suharto regionalism is a response to the nation's former centralist governance, and to real or perceived socio-economic disadvantage. Islands in the eastern archipelago illustrate this well, because there—far from the national capital Jakarta—local and national interaction is being redefined as regions seek improved social, economic, and political environments. Whilst in most cases not defying national integration, people in thes…

Participatory Planning in Indonesia: Seeking a New Path to Democracy
After three decades of authoritarian rule which discouraged citizen participation, Indonesia is slowly moving towards increased engagement between state and society. This is happening within the framework of decentralisation policies; although it is largely being driven by non governmental organisations. Although formal political structures have democratised, local level civic engagement is yet to increase significantly. Despite this, the Municip…
Securing a Place: Small-Scale Artisans in Modern Indonesia
This book describes artisans from South Sulawesi, Indonesia, as they attempt to overcome poverty and communicate ethnic identity through participation in fluctuating silk and tourist souvenir industries. Morrell assesses the significance and long-term sustainability of their activities. The discussion addresses broad questions about economic development, as microenterprises such as these are vital sources of non-farm incomes in rural areas with h…

Strengthening the Local in National Reform: A Cultural Approach to Political Change
New Indonesian decentralisation policies have generated strong localisation movements which recall regional history. During the Soeharto years history was invoked as part of an homogenising nationalism. With recent changes in the city of Makassar that process is being reversed to strengthen local participation in redefined national structures
